As of January 5, 2026, the city is currently only seeking a partner to develop a conceptual plan and work on fundraising for this project. Fundraising is expected to take 1-5 years. A timeline for design and construction has not yet been established. *Previous solicitation listed below for reference:* Project Background Cavalero Hill Park is a 35-acre community park partially developed with an off-leash dog area, skate park, playground, and basketball court. The park is made up of 7 parcels, with some with key constraints: two parcels are limited to passive recreation due to Conservation Futures funding, and one parcel is partially restricted until 2029 due to a State Department of Commerce grant used for skate park improvements. Cavalero Hill Park is located at 2820 Cavalero Rd, Lake Stevens WA 98258. Approximately 8.5 acres are available for the proposed project and is currently undeveloped. III. Scope of Work The proposed facility must include a Community Recreation Center, Indoor Synthetic Turf Complex, Senior Citizen Services and Community Programming and Events. Additionally, each category has additional elements listed below which would be preferred. The project can be phased by proposing a timeline. 1.
