ENGINEER'S ESTIMATE RANGE: Between $75,000 and $100,000. COMPLETION OF WORK. The WORK must be completed by Work Description Completion Date Milestone date: The new waterline connection is to be installed and operational by April 1, 2026. April 1, 2026 Final Completion May 31, 2026 DEADLINE FOR BIDDER QUESTIONS: 4:30pm Alaska Time on February 17, 2026. This Project consists of excavation, shoring and supporting foundations, concrete soil slurry, HDPE and Ductile Iron piping, fittings, valves, valve box, site work; and miscellaneous related WORK, as required to provide a new 6" water line connection between an existing underground watermain and existing process piping inside the Salmon Creek Water Filtration Plant. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. SITE OF WORK. The site of the WORK isthe Salmon Creek Filtration Plant and the adjacent ADOT bike path, located in Juneau, Alaska Each Bid shall be accompanied by a certified or cashier's check or Bid Bond, in the amount of 5% percent of the Bid, payable to the City and Borough of Juneau, Alaska, as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement. A Bid shall not be considered unless one of the forms of Bidder's security is provided as prescribed in Section 00100, Article 12, at the time of bid. BID TO REMAIN OPEN. The Bidder shall guarantee the Bid for a period of 120 Days from the date of Bid opening. Any component of the Bid including additive alternates may be awarded anytime during the 120 Days. OWNER'S RIGHTS RESERVED. The OWNER reserves the right to reject any or all Bids, to waive any informality in a Bid, and to make award to the lowest responsive, responsible Bidder as it may best serve the interests of the OWNER. ONTRACTOR'S LICENSE. All contractors are required to have a current Alaska Contractor's License, prior to submitting a Bid, and a current Alaska Business License prior to award. The conditionally approved engineering plans propose the construction of approximately 13 LF of 6" HDPE and DIP that will connect the 12" HDPE potable water line from the Last Chance Basin sources to the 16" DI filtrate line from the Salmon Creek membrane plant. The water bypass connection is designed to provide a clearwell fill rate of 500 gpm. This bypass will allow water from Last Chance Basin to be piped to the Salmon Creek Clearwell and reservoir via the membrane filtrate line while the Salmon Creek filtration plant is offline. To prevent the possibility of untreated water entering the clearwell while the Last Chance Basin source is utilized, or untreated water backflowing into the Last Chance Basin water main, the membrane plant will be taken offline and the filtration rack discharge valves and the 16" butterfly valve just before the bypass will be closed. Water pumped to the Salmon Creek reservoir will continue to be chlorinated and analyzed. When returning to normal operation, before the Salmon Creek Filtration plant is online, the butterfly valve and gate valve on the 6" bypass piping will be closed, the spool removed, and blind flanges installed. Payment for the various items of the Bid Schedule, as further specified herein, shall include all compensation to be received by the CONTRACTOR for furnishing all tools, equipment, supplies, and manufactured articles, and for all labor, operations, and incidentals appurtenant to the items for WORK being described, as necessary to complete the various items of the WORK all in accordance with the requirements of the Contract Documents, including all appurtenances thereto, and including all costs of permits and cost of compliance with the regulations of public agencies having jurisdiction, including Safety and Health Requirements of Occupational Safety and Health Administration of the U.S. Department ofLabor (OSHA) and Occupational Safety and Health Standards ofthe Alaska Department ofLabor, Division ofLabor Standards and Safety. No separate payment will be made for any Pay Item that is not specifically set forth in the Bid Schedule, and all costs therefore shall be included in the prices named in the Bid Schedule for the various appurtenant items of WORK In addition to the other incidental items of WORK listed elsewhere in the contract, the following items shall also be considered as incidental to other items ofWORK under this contract: Maintenance of all services through the Project area including power, water, storm drainage, and emergency vehicles. Repair or replacement of existing adjacent facilities including piping, landscaping, steel, timber, concrete and asphalt items, if damaged by the CONTRACTOR. All WORK necessary for coordination of work to be accomplished by the private utility companies and property owners within the Project limits. All WORK required to notify CBJ Water Department of pending utility shut downs. All WORK required to perform water shutoffs. All WORK required to remove, salvage, and reinstall existing parts as shown on the Drawings and directed by the ENGINEER. All WORK related to dewatering, including providing necessary pumps, temporary piping, sump drain rock, installing well points, sumps and other control measures to keep trench excavations for underground utilities free ofwater. Ailfittinzs required for water pipes. Restoration, grading, and compaction of all disturbed areas as necessary to provide a smooth transition to existing surfaces adjacent to the project. Furnishing and installing all temporary construction fencing or safety barrier necessary during construction. All WORK and materials required for traffic control and traffic maintenance. All Permits as indicated in the Contract Documents.
