Site work for a civil project in Costa Mesa, California. Completed plans call for site work for a one-story above grade water / sewer project; and one-story above grade water / sewer project.
**As of January 14, 2026, this project has not yet been awarded. A timeline for the award has not yet been established.** The project involves furnishing all labor, materials, equipment, transportation, permits, and other items necessary for the construction of the Mendoza Force Main Redundancy & Improvements. This includes constructing a new sewer gravity main, a new manhole, and additional work at the Mendoza Pump Station, located on the west side of Mendoza Drive, Costa Mesa, California. The construction will be performed in the alley near the intersection of Mendoza Drive and the flood control channel south of Baker Street, and in the Mendoza Pump Station yard at the southwest end of the alley. The contractor is required to obtain a Public Works Encroachment Permit from the City of Costa Mesa for alley work and must arrange their own temporary storage for equipment and materials, as the city prohibits overnight storage of these items in the public right-of-way. Each bid must be submitted on the Bid Proposal Form provided in the contract documents and accompanied by a certified check, cashier's check, or bidder's bond for at least 10 percent of the bid amount. The check or bond guarantees that the bidder will enter into a contract and provide the necessary payment and performance bonds and certificates of insurance if awarded the contract. The successful bidder is required to comply with all provisions in the standard construction agreement and insurance forms. The time limit for completion is 75 working days from the Notice to Proceed, with liquidated damages of $250 per day for unexcused delays. All interested bidders must be registered with the Director of Industrial Relations as stated in Labor Code Section 1725.5.
