The City is seeking written Statements of Qualifications from consulting firms with expertise in municipal utility design and rehabilitation. The selected consultant will provide professional design services for the Lower Baker Creek Water Quality Project. Lower Baker Creek is located east of the Irongate area in northern Bellingham, draining to Baker Creek and ultimately Squalicum Creek and Bellingham Bay. The drainage watershed, approximately 133 acres, consists of industrial developed areas and supporting roadways. While Lower Baker Creek is not listed on Washington State’s 303(D) list, waters downstream are listed for temperature, dissolved oxygen, pH, and fecal coliform exceedances. The consultant will complete a site assessment and retrofit design to improve the facility’s functionality, with design suitable for public bidding and inclusive of all relevant permits. All Statements of Qualifications must be received at the designated location by the specified deadline. Disadvantaged Business Enterprises will be given full and fair opportunity to submit bids and will not be discriminated against based on race, color, national origin, or sex in consideration for an award.
