Site work and new construction of an educational facility in Bellingham, Washington. Conceptual plans call for the construction of a 52,000-square-foot, one-story above grade educational facility.

The work includes the development and construction of the Technology and Engineering Center (TEC), which will be a new building of approximately 52,000 gross square feet located on the north end of campus between Kulshan Hall and the Phyllis & Charles Self Learning Commons. The TEC will provide space for computer science, computer information systems, IT networking, cybersecurity, engineering, and technology-equipped instructional areas to support community learning and basic education. Facilities will include program-specific labs, technology-rich classrooms, and general-purpose classrooms, as well as staff and faculty offices and student-focused spaces such as collaborative learning labs and study locations. The project involves the design and construction of this new building and related infrastructure using the General Contractor/Construction Manager (GC/CM) delivery method. It may also include lab spaces designed to meet the physical security requirements of a Sensitive Compartmentalized Information Facility (SCIF) as defined by the National Security Agency (NSA). Prevailing wages for Whatcom County and apprenticeship participation are required for this project. GC/CM firms must become familiar with all requirements of the Request for Qualifications and related attachments, and submit their qualifications electronically prior to the specified deadline. This project will be funded through State capital appropriations and has an estimated Maximum Allowable Construction Cost (MACC) of $35.2M and total project cost of $51M.
