Site work for a communication facility in Bellingham, Washington. Completed plans call for site work for a one-story above grade communication facility.

The work consists of furnishing all labor, tools, materials, and equipment necessary for the construction of the Circuit 11 Upgrades project. Materials including vaults, lids, cable support hardware, conduit, cables, cable fittings, J-bars, grounding conductor, rods, and connectors will be supplied by the City of Blaine Public Utility. The contractor is responsible for taking delivery of materials at the City of Blaine yard and line room and for storing materials safely during construction. The City reserves the right to reject any or all bids, waive technicalities or irregularities, and accept any submittals if such action is determined to be in the best interest of the City. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Bidders shall submit questions by noon local time on October 17, 2025 SCOPE OF WORK A. Work Included: a. The Contractor shall perform all the Work required (including the furnishing of supervision, labor, tools, materials and equipment and the performance of all operations and incidentals necessary) for a complete, safe and reliable electrical installation, adjusted, tested and ready for operation in accordance with the Contract Documents. b. The Contractor shall furnish and install all Electrical Work generally described as follows: 1. Right of way boundary survey, 2. Switch vaults, 600A splice vaults, 200A j-bus vaults (lid replacement), Pad Mounted switch(es), 3. Duct banks, 4. Medium voltage cables, terminations, fittings, 5. Grounding, 6. Trenching and Backfilling, surface restoration, 7. Traffic control when needed, 8. Coordination with City of Blaine Public Works, 9. Functional Check Out and clean up. c. The Contractor shall obtain, and pay for, all required electrical licenses, permits, inspections, etc.Work Not Included: The following electrical system related work will be provided by others: A. Programming of VFI switch(es). B. Energization by City of Blaine.
