The work performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended 12USC, 1701 u. The purpose of Section 3 is to ensure employment and economic opportunities generated by projects funded by the PA Department of Community and Economic Development (DCED) with HUD HOME funds shall, to the greatest extent feasible, be directed to low and very low income persons, particularly those who live in housing that is developed and/or otherwise assisted with HOME funding. The estimated start is beginning of 2026 and completion 150 day later. Each bid must be accompanied by a bid bond issued by a surety company authorized to do business in the Commonwealth of Pennsylvania, a certified check drawn upon a bank authorized to do business in the Commonwealth of Pennsylvania or cash money in the amount of not less than five (5%) percent of the base bid. In the event any bidder, upon award of the contract, fails to honor its bid by not signing and returning the contract and the other required documents, the good faith deposit provided herein, or the bond shall be forfeited to the Owner as liquidated damages.
