Site work for a road / highway in Harrisburg, Pennsylvania. Completed plans call for site work for a one-story above grade road / highway.

Contractor to furnish all tools, equipment, materials, supplies, transportation, labor, supervision, logs, records, and all other items necessary to perform all Work necessary and incidental to Open End Drilling Subsurface Boring, Sampling, and Testing Contract - East 29A (RFx # 6100015263). All work shall be performed in accordance with the terms and conditions including: Scope of Work (including Standard Specifications for Subsurface Boring, Sampling, and Testing and Attachments), Schedule of Prices, PennDOT Supporting Documents (including Temporary Traffic Control Guidelines, Highway Specifications), and all subsequent addenda and modifications. The documents are complementary and collectively describe and provide for the complete work. Any requirement indicated in one document is binding, even if not repeated in others. In case of discrepancy, the most demanding and costly alternative for the Contractor takes priority. The contract term is three years from the date of execution. The Commission intends to award one contract with a maximum not-to-exceed value of $900,000. All prospective bidders must be on the Pennsylvania Department of Transportation's Prequalified Geotechnical Drilling Contractors list and meet rig ownership standards as outlined in the Scope of Work under Article B. A Responsive Bid must include the Schedule of Prices, Executed Signature Page/Contact Sheet, Executed Insurance Acknowledgment, Affidavit accepting Provisions of Workmen's Compensation Act, Subcontractors Document, Proposal Guaranty, and any Addenda if applicable. All required documents must be attached to the RFx Response in the Vendor Portal. Only registered contacts with appropriate roles can submit bids through the Vendor Portal. No proposal will be considered unless accompanied by a bid bond in a sum not less than ten percent (10%) of the proposed total cost of the contract. Performance and Payment Bonds each in the amount of 100% of the maximum not-to-exceed value of the contract will be required from the successful bidder. The cost of bonds will not exceed the contract amount and can be charged separately to the Commission on the Schedule of Prices. Services may not commence until the successful Contractor has obtained and submitted all insurance as required and approved by the Commission. Bidders must execute and attach the Insurance Acknowledgment to their RFx Response. 12/1/2025 Deadline for Bidders to Submit Questions The quantities stipulated in the Bid Proposal have been issued for the sole purpose of comparing bids. Actual quantities will be unique for each individual Work Order. The Contractor will be required to furnish, at the Geotechnical Unit Representative's request, one or more of three (3) rig types to a maximum of four (4) rigs total, unless otherwise agreed upon, at any one time. The description of the rig types, as well as the maximum number that can be requested of each type, are listed below. All rigs must be fully equipped, operating and manned with a minimum full-time crew of two persons per rig, including one qualified driller and one helper (any additional personnel required to operate and maintain these drilling rigs will be at no additional cost to the Commission): o The first rig type (truck rig), maximum of two (2), must have the capability of producing 6,000 ft.-lbs. of torque, and capable of moving between holes under its own power. A conventional truck rig, trailer mounted rig drawn by a conventional truck, or rubber-tracked track rig or ATV rig is acceptable. o The second rig type (track rig), maximum of two (2), must be capable of producing 3,000 ft.-lbs. of torque, be capable of working in adverse terrain as well as on road surfaces, and capable of moving between holes under its own power. This rig type consists of tracked rigs and other type of rig (e.g. ATV rig) that meets the definition of a track rig. o The third rig type, maximum of two (2), must be a portable coring machine rig and capable of obtaining up to 10-inch diameter cores in bituminous and/or concrete material to a minimum depth of 3 feet (Mobilization will be considered a separate item from the other rig types)
