The Central New York Regional Transportation Authority is requesting proposals from professional organizations to provide full environmental, architectural, engineering, and construction services on an on-call basis. The M/WBE goal for this contract is 30% (15% MBE and 15% WBE), and the SDVOB goal is 6%. Individuals or firms desiring to submit a proposal must certify they are not on the Comptroller General's List of Ineligible Contractors and comply with all Equal Employment Opportunity Rules and Regulations. Disadvantaged business enterprises, minority/women-owned business enterprises, and service-disabled veteran-owned businesses will be afforded full opportunity to submit proposals and will not be discriminated against on the grounds of sex, race, color, or national origin in consideration for an award. Proposals are submitted at the firm's own risk, and the CNYRTA reserves the right to reject any or all proposals for any reason. Deadline to submit Questions Nov 20th 2025, 4:00 PM EST Any Proposer who is unable to achieve the thirty (30) percent participation goal for certified MWBEs and seeks a waiver of the MWBE requirement must demonstrate its good faith efforts to encourage meaningful participation in this State contract by such certified businesses as subcontractors or suppliers. For purposes of this Contract, CNYRTA hereby establishes an overall goal of 30% for MWBE participation, 15% for New York State-certified minority-owned business enterprise (MBE) participation and 15% for New York Statecertified women-owned business enterprise (WBE) participation (collectively, MWBE Contract Goals) based on the current availability of MBEs and WBEs. CNYRTA hereby establishes an overall goal of 6% for SDVOB participation, based on the current availability of qualified SDVOBs.
