Site work and paving for a road / highway in Syracuse, New York. Completed plans call for site work for a one-story above grade road / highway.
The project provides for the rehabilitation of Midland Avenue between West Seneca Turnpike (NY 173) and West Ostrander Avenue in the City of Syracuse. The project includes milling and paving of the roadway surface with areas of full depth reconstruction; curbing, sidewalk, driveway work; drainage system improvements; replacement of traffic signals; landscaping; and upgrades to signs and pavement markings. There is a Disadvantaged Business Enterprise (DBE) participation requirement of 0%. The affirmative action goals include a minority utilization of 3.8% and utilization goal of 6.9% for women. Sets of plans and specifications shall be obtained from the Division of Purchase upon deposit of $100.00. Each bid must be accompanied by a certified check or bid bond in the amount of five percent (5%) of the total maximum bid price. Bidders are required to use Equitable Business Opportunity (EBO) software, submit the New York State Uniform Contracting Questionnaire (CCA-2) online for prime and subs, complete Non-Collusion Forms (Appendix 12-1A), complete the Lobbying Activities Form (Appendix 12-1A), register with NYSDOL prior to letting, submit the DBE Participation Package, and submit the Bidders List (Appendix 12-11 CONR 80LL). Bidders must promptly notify the contact of any errors, omissions, conflicts, or ambiguity in the contract documents. The time of completion for the project is 150 calendar days from the Notice to Proceed or by October 1st, 2026, whichever comes first. All work items must be substantially completed 2 weeks before October 1st, 2026. There are no residential or geographical restrictions or warranties. Bids cannot be withdrawn within 45 days of letting. The City reserves the rights to waive any informalities and to reject any or all bids. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
