Site work and new construction of a multi-residential development in Chatham, Massachusetts. Completed plans call for the construction of a one-story above grade multi-residential development.
Proposals are invited from qualified parties interested in developing affordable and attainable housing at 0 Stepping Stones Road (Assessor's ID 12G-0-11), Chatham, MA. All proposals must comply in all respects with the instructions, conditions, specifications, and other requirements in the RFP. Proposals must conform to all applicable laws and regulations of the United States, the Commonwealth of Massachusetts, and the Town of Chatham. Proposals must be received by the Town Manager's office, 549 Main Street, Chatham, MA 02633 by the time and date specified. Proposals should be submitted in a sealed envelope clearly marked with the project name. The Town Manager reserves the right to accept and/or reject any and all submissions, to waive minor informalities or irregularities in submissions and procurement procedures as allowed by law, and to make an award in any manner consistent with the law if it is in the best interest of the Town. Proposal Presentations: January 13 and/or January 20, 2026, 4:00 pm Developer Selection: Intended to be made on or before February 17, 2026 Inquiries regarding the procurement process of this RFP may be directed to Shanna Nealy, Communications Manager, via e-mail at snealy@chatham-ma.gov, and questions regarding the substantive content of the RFP may be submitted to Gloria McPherson, Housing and Sustainability Director, via e-mail at gmcpherson@chatham-ma.gov. Inquiries should have a subject line entitled: "Stepping Stones Road Housing RFP Inquiry." Inquiries should be submitted no later than December 8, 2025. Any inquiries after such date will not be accepted. All inquiries for which a response is provided, together with the responses, will be shared with all Proposers who have requested the RFP and provided their contact information. The property is a 2 +/- acre parcel with approximately 614 +/- ft of frontage with no existing curb cuts on Stepping Stones Road. It is a portion of the Town-owned Monomoy Regional Middle School parcel identified in the Town of Chatham Assessor's records as Parcel 12G-0-11, with the subject portion being bounded by the Rail Trail forming an arc to the west, north and east, and Stepping Stones Road, which is a Town road, to the south. The 2023 Annual Town Meeting body voted affirmatively to exclude that portion of the property from the premises leased to the Monomoy Regional School District and to designate its use for the development of affordable and/or attainable housing. The property is wooded, with a knoll located on the southwest portion of the site. The topography slopes fairly steeply down toward the Rail Trail at the rear of the site. Town water is available, and there are three fire hydrants in the vicinity of the parcel. There is a sewer manhole located at the western portion of the site, which is the high point of the property, with flow heading west. There is potential to tie into this existing sewer on Stepping Stones Road with gravity flow from development on the western portion of the parcel. The manhole rim elevation is 70.58' and the invert out is at 60.85' The eastern portion of the parcel is at a lower elevation and would require a pump conveyance system to connect to the existing sewer on Stepping Stones Road. The parcel is currently zoned Municipal (M), which does not allow for the development of housing. Adjacent zoning consists of three different residential zoning districts and densities. The Town anticipates that the developer will pursue a Comprehensive Permit under M.G.L. Chapter 40B. The site has not been surveyed or recorded as a separate parcel. Developer will be responsible for all surveying costs and the ANR for the property.
