Question Deadline 10/28/2025 All questions on the Request for proposals must be submitted in writing via email to smabile@chatham-ma.gov prior to the close of business on Tuesday Project Seeking bids from qualified companies to remove and replace the perimeter fencing with galvanized chain link fencing at the Community Center Little League Field The Town of Chatham is seeking proposals from qualified contractors for the removal and replacement of perimeter fencing at the Chatham Community Center Little League field. The project includesremoval and disposal of the existing fencing (excluding the backstop in the base bid), and installation of new galvanized chain link fencing. All work must be completed with minimal disruption to the public and the surrounding grounds must be restored upon completion. The Town is seeking a qualified contractor (OSHA training certification required) to complete the Project. The selected contractorshall provide all labor, equipment, materials, and services required in accordance with the project's Scope, as well as comply with all State and Town ordinances. The Overall Scope includes (a detailed Scope is included in Attachment D): o Excavate existing fence (excluding backstop). o Replace with new Galvanized Chain Link fencing. Full compliance with Federal and State wage laws is required of all work done for the Town of Chatham. Prevailing Wage Rates as determined by the Commissioner of Department of Labor and Industries under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27H, as amended, apply to this project. Prevailing Wage Rates for this project are attached (see Attachment C). Bidders will be required to provide a 100% Payment Bond and 100% Performance Bond with the contract for this project in accordance with the threshold in Massachusetts General Laws, Chapter 30B, Section 5. Potential contractors are not to include sales and compensating use taxes on materials and supplies purchased for this project in their Bid. All materials used are tax exempt. Permit Fees will be waived by the Town. The selected contractor shall provide all labor, materials, equipment, tools, and supervision necessary to complete the following tasks: 1. Fence Removal and Disposal: a. Remove the existing perimeter fencing around the Little League field, up to the existing backstop fencing (note: the backstop is to remain in place and is not part of this project). b. Properly dispose of all removed fencing and related materials in accordance with local regulations. 2. Fence Installation: a. Supply and install new galvanized chain link fencing along the same alignment and dimensions as the original fence. b. Fence shall match or exceed the specifications and height of the current fencing (excluding the backstop). c. All new materials shall be durable, corrosion-resistant, and suitable for long-term outdoor use. 3. Site Safety and Public Protection: a. Maintain a secure and safe job site throughout the duration of the project. b. Implement necessary precautions (e.g., temporary fencing, signage) to protect the public during construction. 4. Site Cleanliness and Restoration: a. Maintain a clean and organized work area. b. Upon project completion, remove all construction debris and materials from the site. c. Repair and restore any grounds, turf, or landscaping disturbed or damaged by construction activities to pre-construction condition or better Add-Alternate #1 - Backstop Removal and Replacement (Galvanized): Provide a separate price to remove and replace the existing backstop with new galvanized chain link fencing: 1. Remove and dispose of the existing backstop fencing, including framework and posts. 2. Install new galvanized chain link backstop fencing that matches or exceeds the size, configuration, and strength of the existing structure. 3. Materials must be suitable for baseball use and withstand high-impact and environmental exposure. Add-Alternate #2 - Black Vinyl-Coated Chain Link Fence: Provide a separate price to install black vinyl-coated chain link fencing in lieu of galvanized fencing for the entire project area: o Applies to all fencing in the base bid and (if selected) Add-Alternate #1. o All materials and components (mesh, posts, hardware) shall be black vinyl-coated and rated for outdoor athletic use. o Fence dimensions, layout, and installation requirements shall match those described in the base bid and Add-Alternate #1. Note: This add-alternate is a material upgrade only. Scope remains otherwise unchanged. Contractor Qualification Required for DCAMM contracts over $150,000, Highway Division contracts over $50,000.
