The City of Carnation requests sealed bid proposals for construction of the Landfill Pond Maintenance Project . Improvements shall include but not be limited grading plan, HDPE geomembrane liner, geotextile filter fabrics, gravel backfill for drains, quarry spalls, temporary erosion control, temporary traffic control, hydroseed restoration and other work all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. The engineer's construction estimate range for this Project is $90,000 to $115,000. Question Deadline 12/22/2025 Any prospective Bidder desiring an explanation or interpretation of the Bid Documents, shall request in writing by the close of business five (5) business days preceding the bid opening. Oral explanations, interpretations, or instructions given by anyone before the Award of Contract will not be binding on the City of Carnation. All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the contract documents, the bid proposal deposit shall be forfeited to the City of Carnation. No bidder may withdraw their bid proposal after the time fixed for opening thereof, of before award of the contract, unless said award is delayed for a period exceeding thirty (30) days. The City of Carnation reserves the right to reject any or all bids, and to waive minor irregularities in the bidding process. The City of Carnation reserves the right to award this contract to the lowest responsive, responsible bidder based on the Bid Proposal Total. In determining the lowest responsive, responsible bidder, consideration will be given to the criteria listed in Section 1-03 and RCW 39.04. The contractor will be required to comply with all local, State, and Federal laws and regulations pertaining to equal employment opportunities.
