The City of Carnation requests sealed bid proposals for construction of the 2025 ADA Barrier Removal Project. Sidewalk and curb ramp replacement at identified locations throughout City of Carnation and shall include but not be limited to protection of trees and tree root management, cement conc. sidewalk and curb ramps, curb and gutter, utility adjustment, commercial HMA, temporary erosion control, temporary traffic control, restoration and other work all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. Any prospective Bidder desiring an explanation or interpretation of the Bid Documents, shall request in writing by the close of business five (5) business days preceding the bid opening. Oral explanations, interpretations, or instructions given by anyone before the Award of Contract will not be binding on the City of Carnation. Time for project completed shall be in accordance with Section 1-08.5 of the Standard Specifications and as amended by the Special Provisions. All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bid-der fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the contract documents, the bid proposal deposit shall be forfeited to the City of Carnation. No bidder may withdraw their bid proposal after the time fixed for opening thereof, of before award of the contract, unless said award is delayed for a period exceeding thirty (30) days. The contractor will be required to comply with all local, State, and Federal laws and regulations pertaining to equal employment opportunities. The City of Carnation in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Non-discrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, here-by notifies all bidders that is will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. The City of Carnation reserves the right to reject any or all bids, and to waive minor irregularities in the bidding process. The City of Carnation reserves the right to award this contract to the lowest responsive, responsible bidder based on the Bid Proposal Total. In determining the lowest responsive, responsible bidder, consideration will be given to the criteria listed in Section 1-03 and RCW 39.04. The engineer's construction estimate range for this Project is $75,000 to $85,000.
