Site work for a mixed-use development in Quincy, Florida. Working plans call for site work for a one-story above grade road / highway; one-story above grade water / sewer project; and one-story above grade playground / park / athletic field.
As of December 4, 2025 bids received were rejected as they were over the budget. No definite date for the rebid. Improvements at Andy Gay Park including a pavilion, sidewalks, site lighting, landscaping, and architectural features. Improvement of a section of Washington Street between Adams and Madison Street to include new roadway pavers, new ADA parking, landscape parklets at the intersections, sidewalk repair/replacement, water and electric services, and bench surround tree planters. Improvements along Adams Street, Madison Street, and Jefferson Street to include sidewalk repair/replacement, ADA parking spaces, bench surround tree planters, and light pole restoration. Other various improvements as shown in the project plans. All work and documentation must conform to HUD and Florida Commerce requirements. All submitted bids must include copies of insurance, all relevant licenses, and other required forms. The City of Quincy reserves the right to reject any and all bids and to waive minor irregularities or informalities. Minority Business Enterprises are encouraged to respond. The project includes: Work on Washington Street: • Parklets will be constructed at each end of Washington Street between Madison and Adams Street. • Each parklet area will have a potable water spigot to accommodate the city in festival events or general usage. • The parklets will be landscaped with low ground cover planting and mulched surface. • Washington Street traffic lanes between Madison and Adams Streets will be reconstructed in brick roadway pavers in a color to match the existing brick adjacent to the existing curbs around the square. It will be bordered with a 1’ concrete ribbon curb and the parking area will be standard asphalt. • New traffic signal loops and striping on Washington Street per FDOT standards. • Existing angled asphalt parking surface will be milled, resurfaced and restriped. No changes to the parking stall depths or angle. • ADA parking (3 spaces) will be improved/added with ADA ramps. • The sidewalk from the back of the 2’ brick band to the right of way (face of buildings) on the Northside will be removed and replaced. • The sidewalk on the Southside will have spot repairs as needed. • The PVC conduits under the sidewalks serving the building roof drains will be removed and channel drains with grates added for easier maintenance. • Decorative removable bollards between the parklets to be used to in lieu of large planters to block off Washington Street during events. • The existing tree well locations on Washington Street will be replanted with Crepe Myrtles donated to the City. • 4 new raised 3-sided planter brick bench seats with a crepe myrtle tree will be constructed. Potable water and electric will be in each bench area. • Light poles will be reconditioned as needed. Recondition Adams Street, Madison Street and Jefferson Street: • The sidewalk and the 2’ brick band along Washington, Adams, Madsion and Jefferson Streets will have spot repairs as needed. • Replace & Rewire (as necessary) missing light pole at the NW corner of Jefferson Street and Madison Street. New pole to match existing or as close as possible. • Replace/Rewire (as necessary) missing light pole at the SE corner of Jefferson and Adams Street. New pole to match existing or as close as possible. • The 4 existing tree wells on Adams and Madison Street east and west of the courthouse will be replaced with raised 3-sided planter brick bench seats with a crepe myrtle tree. The tree wells on Jefferson Street south of the courthouse will be reconstructed with matching brick. A smaller above sidewalk planter will be placed on the new brick area. • All other tree wells along Washington, Adams, Madsion and Jefferson Streets will be replanted with Crepe Myrtles donated to the city. • A redesigned ADA Parking space to be located on the west side of Adams Street just south of Jefferson Street. • A redesigned ADA Parking space to be located on the west side of Madison Street just south of Jefferson Street. • A redesigned ADA Parking space to be located on the southside of Washington Street just east and Madison Street. • A redesigned ADA Parking space to be located on the westside of Adams Street in front of the Andy Gay Park. • An existing driveway for the old development on the Kelly Lot will be removed and replaced with a new curb and gutter section. 2 new parking spaces will be created on Adams Street. • 168’ of sidewalk on Adams Street in front of the Andy Gay Park will be removed and replaced. • Light poles will be reconditioned as needed. Reconditioning can be glass cleaning/replacement, repainting of poles, repair to ensure light functions as new. Andy Gay Park Improvements: • A Traditional Style Pavilion will be constructed for events. Restrooms will be included on the backside of the pavilion. • Sidewalks and park benches will be provided throughout the park. • A low brick wall will be constructed on the east side and partially on the northeast corner on the park. • New Park signage will be provided at the same location of the existing signage along Adams Street. • Utilities: water, sewer, electric, and drainage will be provided as needed to serve the park. • 4 high pole LED lights will be placed near the middle of the park. • Antique Style Lights will be provided along the interior perimeter of the park. • Landscape within the park will consist of existing White Natchez Crepe Myrtles, newly planted palm trees, some additional Crepe Myrtles, low ground cover plants and sod in the park open space areas. • A movie wall will be provided utilizing the side of an existing building on the southeast side of the park. • The exterior wall of the existing building on the south side of the park (adjacent to the existing parking lot) will be covered by a steel trellis and growing vine. • Palm trees and free-standing awnings with steel structures will be added for aesthetics. • No changes to the existing parking lot or perimeter parking on Franklin Street other than restriping. • 6’ wide sidewalks will be added along Franklin Street and Monroe Street.
