Site work and new construction of a mixed-use development in Paradise, California. Completed plans call for the construction of a one-story above grade municipal facility; and one-story above grade fire / police facility.

The Town of Paradise seeks proposals from qualified Architectural and Engineering firms to prepare a comprehensive Facilities Master Plan that evaluates all Town-owned facilities and parcels for retention, modernization, replacement, repurposing, or disposal, guiding long-term facility investments. Simultaneously, the selected consultant is to fast-track analysis and concept design of a new Public Works Corporation Yard, including evaluating options for its location (existing site, relocation, or co-location with Fire Station 82). After selection of the preferred site by the Town Council, the consultant will complete full design and bid preparation for the Corporation Yard. The Facilities Master Plan must be completed within six months of Notice to Proceed, with the design and bid documents for the Corporation Yard to follow within two more months, continuing in parallel after site selection. The contract term is three years or until construction completion of the Corporation Yard, unless extended. Proposals should be submitted as one electronic and five hard copies in a sealed package marked as directed. Goals and Objectives: Task 1 - Project Initiation and Coordination Task 2 - Corporation Yard Site Selection and Feasibility (Weeks 1-4) Deliverables: Facility Condition Sheets, Space Needs Matrix, Parcel Evaluation Matrix. n Facilities Master Plan & Corporation Yard / Fire Station 82 Planning-Design Services o Facility Assessments: Evaluate all Town-owned buildings for condition, safety, code compliance, energy efficiency, and space adequacy. o Operational and Space Needs: Interview department heads, identify standards, and project future staffing/equipment needs. o Vacant Parcel Evaluation: Inventory Town-owned parcels and recommend retention, reuse, or disposal. o Deliver a Townwide Facilities Master Plan that prioritizes modernization, safety, and long-term sustainability. o Complete Corporation Yard site evaluation within four (4) weeks of project start. o Prepare a Council-ready recommendation for the preferred Corporation Yard site. o After Council direction, advance Corporation Yard design and bid preparation while the FMP concludes on schedule. o Provide cost estimating and implementation strategies for all major facilities to ensure a prudent, fiscally responsible approach o Conduct kickoff meeting with staff and Ad Hoc Facilities Committee. o Review previous facility data, insurance settlement information, and as-built drawings. o Develop a detailed schedule showing FMP completion within six months and Corporation Yard design completion within eight months. o Establish communication protocols and deliverable deadlines. Deliverables: Project Work Plan and Schedule. Deliverables: Comparative Site Selection Matrix (pros/cons, constraints, relative costs), Preferred Site Recommendation Report with conceptual layouts and cost implications. Task 3 - Facilities Master Plan Development (Concurrent with Task 2) o Complete within four weeks of Notice to Proceed. o Evaluate the following siting options: o Rebuild on the existing American Way site. o Co-locate with proposed Fire Station 82 at Sawmill/Pearson. o Relocate to an alternative Town-owned or private parcel (including off-market properties). o Evaluation Criteria: Parcel size and configuration; access and circulation; zoning; utilities; topography; fire risk; drainage; defensible space; land cost For inquiries regarding this contract, please contact Marc Mattox, (530) 872-6291 x125, mmattox@townofparadise.com.
