The purpose of this Invitation for Bids (IFB) is to solicit bids to furnish/provide general maintenance, restoration and replacement of street and landscape brick pavers at various locations, streets and walk-ways throughout the City of Newport News as determined by the City's Public Works Department, on an 'as needed' basis. The City of Newport News, Virginia, maintains numerous pedestrian pathways, plazas, and public spaces that feature brick paver and concrete surfaces. These areas are integral to the City's infrastructure, supporting safe and accessible pedestrian movement, as well as enhancing the aesthetic character of public spaces. Over time, brick pavers and adjacent concrete surfaces are subject to wear, settlement, weathering, and other environmental impacts that can create uneven surfaces, trip hazards, or visual inconsistencies. Many areas also interface with handicap-accessible ramps, utilities, landscaping, and other public infrastructure, requiring careful coordination for maintenance and restoration. Proper upkeep of brick paver and concrete surfaces ensures pedestrian safety, preserves accessibility, and maintains the visual and functional quality of public spaces. This requires regular maintenance, timely repair, and careful restoration to preserve the existing patterns, stability, and appearance of paver installations. Question Submission Deadline: November 25, 2025, 1:00pm The initial contract period will be for one (1) year from date of award with the option to renew, at the City's sole discretion, for four (4) additional one (1) year periods. A contract extension, under the terms and conditions contained herein, may be considered for up to six (6) months following the end of the final one year renewal period upon mutual agreement of the City and Contractor. The City reserves the right to reject any bid in whole or in part and to delete items before making an award when the City determines that any of the bid prices are significantly unbalanced to the potential detriment of the City and for other reasons when in the City's best interest.
