SCOPE OF WORK: Engineering design, permitting, bidding, construction contract administration, testing, inspection and certification services for the Zones 6 and 7 Expansion of the DeSoto County Landfill. The proposed project will encompass development of plans and specifications for the expansion of an 8.9 acre portion known as Zone 6 and the 4.8 acre portion known as Zone 7 of the entire 157.65-acre Landfill and subsequent partial closure of active zones following completion of the new zones. PURPOSE: The existing Section 16 Landfill, which is located on SW Dishong Avenue southwest of Arcadia, encompasses approximately 157.65 acres. The landfill, which began operation in 1990, consists of the closed Zone 1 (approximately 4.5 acres), Zones 2 and the partially closed Zone 3 (approximately 9 acres), the partially closed Zone 4 (approximately 7.3 acres) and the active Zone 5 (approximately 7.2 acres) . The work will generally include: o Cost estimation of construction. o Subsurface investigation, geotechnical analysis and site-specific soil characterization. o Data collection and survey as required. o Complete and submit all permitting as necessary to approve expansion and closure activities and operation. Coordinate and act a liaison for the County to meet or discuss the project with regulatory agencies as required. o Preparation of construction level drawings and specifications for expansion and closure o Phasing of the Zones 6 and 7 o Provide bid assistance to the County o Construction Management during construction o Coordination kickoff meeting and progress meetings to include final certification and project closeout. Ranking Meeting Tuesday, January 6, 2026 Interviews (If Required) Thursday, January 8, 2026 Note: Per Florida Statute 119.071, General exemptions from inspection or copying of public records DELIVERABLES: It is anticipated that the following items are the minimum tasks which will be included in the Scope of Services: o 30% Submission - Shall include geotechnical report, preliminary cost analysis and topographic/ROW survey on proposed plan sheet layout. Submission shall include PDF file of all requirement documents. o 90% Submission - Shall include 90% design documents, including plans, technical specifications, engineer's estimate. Submission shall include PDF file of all requirement documents. o 100% Submission - Shall include 100% design documents marked "DRAFT", including plans, technical specifications, engineer's estimate. Submission shall include PDF file of all requirement documents. o Final Submission - Shall include final signed and sealed documents in PDF files, AutoCad files using 2020 Version or newer, eight (8) original hard copies and all required permits. o Bidding Assistance- o Assist County purchasing staff with generation of Scope of Work, o Attend 1 pre-bid meeting. o Respond to questions from potential bidders in writing. o Review bid tabulation prepared by DeSoto County purchasing staff. o Review bid provided by lowest responsive/responsible bidders. o Provide Recommendation of Award. MINIMUM QUALIFICATIONS: In order to be considered for award of this project firms must meet the minimum requirements as set forth below. o Respondents, both corporate and individual, must be fully licensed and certified in the State of Florida as required by F.S 471.023 for the type of work performed. Any submittal which does not demonstrate the license or certifications will not be considered for award. o Submitting firms must demonstrate experience in working in landfills and must have successfully completed two similar projects within the last 10 years. PROGRESS MEETINGS: At a minimum, the awarded RFQ Respondent shall plan on a kick-off meeting and field visit, a meeting at the 30% phase to review the preliminary cost analysis and meetings at and 90% deliverable levels. These meetings shall be held at the County office with the awarded RFQ Respondent's project manager and supporting staff in attendance. At DeSoto County's discretion meetings may be held virtually. Additional meetings may be required to resolve comments throughout the design. Additional meetings may be held in person, virtually or via telephone conference. The method of Contractor Selection has not been Determined at this time.
