**As of February 11, 2025 this project has been cancelled. The DeSoto County Board of County Commissioners are in receipt of Florida Division of Emergency Management (FDEM) Hurricane Loss Mitigation Grant Program (HMGP) Funds and are seeking formal Bids from qualified firms and/or individuals for the DeSoto County Mills Building Generator Project as indicated within the context of this Bid. 1. SUMMARY DeSoto County is soliciting proposals for the provision and installation of a backup emergency generator at the Mills Building Facility . This generator will serve as a critical resource for the community during power outages, ensuring essential services remain operational. The contractor will be required to adhere to federal, state, and local regulations, including National Flood Insurance Program (NFIP) guidelines and applicable safety codes. The completion of this project involves comprehensive work including, but not limited to, Scope of Work for Backup Emergency Generator Installation at Mills Building Facility. 2. DETAILED SPECIFICATIONS 2.1 General Requirements 1. The selected contractor shall provide all materials, labor, equipment, and services necessary for the complete installation of the backup emergency generator. 2. The generator must be capable of handling the electrical load for the facility during power outages, with a minimum capability of 12 hours of continuous operation, utilizing a sub-base double-walled diesel fuel tank. 3. Compliance with all applicable standards, including: 1. National Electrical Code (NEC) 2. American Society of Civil Engineers (ASCE) 7 guidelines for structural design 3. National Fire Protection Association (NFPA) standards for installation and safety 2.2 Foundation Requirements The generator pad size and configuration depicted on Attachment A (Site Plan) are provided for reference only and are intended to illustrate the general location of the generator installation. Final foundation dimensions shall be determined by the Contractor based on the selected generator manufacturer's requirements and applicable codes. 1. The foundation shall comprise a concrete pad of sufficient size and capacity to support the generator with sub-base fuel tank. The pad dimensions shown on the plans (approximately 12' x 12') are conceptual and may vary based on the selected generator. 2. The slab must comply with local building codes, include proper drainage, and be designed to withstand local environmental conditions. 3. Soil preparation must include compaction and stabilization to ensure the integrity of the foundation. 2.3 Access and Safety Requirements 1. Ensure adequate access for maintenance and fuel delivery, with a clear path for equipment to reach the generator. 2. Generators shall be positioned at least 5 feet from any building structures as recommended by Clifford Power and in compliance with NFPA standards. 3. All fuel storage must follow safety regulations to prevent hazards, including appropriate signage around the generator area. 3. INSTALLATION PROCESS 3.1 Pre-Installation Requirements 1. Verification and preparation activities to include site assessment, code compliance checks, and obtaining permits. 2. The contractor must supply a detailed installation plan that outlines all tasks leading to operational status upon completion of installation. 3. Design documents available for existing electrical system with ATS. 3.2 Delivery and Placement 1. Describe the delivery process for the generator, including crane requirements and methods for positioning the generator on the concrete pad. 2. Include provisions for any necessary offloading equipment to safely place the generator onto the concrete foundation. 3.3 Electrical Connections 1. Electrical connections necessary for the generator shall be provided to integrate the generator with the existing electrical system. The Automatic Transfer Switch (ATS) was installed during a recent remodel, and three-phase electrical service has already been extended to the termination point where the new generator equipment will be installed.. 2. Any new wiring or modifications must comply with the NEC, ensuring sufficient working clearance as per code standards. 3.4 Fuel Line Installation 1. Specify required pipe material, size, and installation methods for the fuel line, ensuring compatibility and compliance with existing systems. 2. Address any necessary modifications to the existing fuel storage system to accommodate the new generator's fuel supply requirements. 3.5 Exhaust System Installation 1. Outline the specifications for the exhaust installation, including pipe material, length, and location to ensure proper venting as per safety requirements. 2. Compliance with installation standards for emissions control must be included in the design plan. 3.6 Testing and Commissioning 1. Outline the testing protocols, including load testing and commissioning procedures to confirm the generator operates correctly under full employer load conditions. 2. The contractor shall ensure startup procedures and testing are performed by a qualified technician authorized by the equipment manufacturer. 4. PERMITS AND LICENSES 1. The contractor is responsible for obtaining all necessary permits and licenses pertaining to installation and operation as mandated by federal, state, and local agencies. 2. Documentation of all required licenses must be submitted to DeSoto County prior to commencement of work. 5. COST BREAKDOWN 1. Generator Cost: Provide a complete breakdown encompassing the generator, required accessories, and related equipment costs. 2. Installation Cost: Detail labor fees, materials, and associated permit costs. 3. Maintenance Cost: Provide an estimation of ongoing maintenance costs related to the generator's operation. 6. MAINTENANCE PLAN 6.1 Regular Maintenance 1. Describe the regular maintenance intervals, encompassing oil changes, filter replacements, and overall equipment inspections. 2. Outline the documentation process for maintenance performed on the generator. 6.2 Emergency Maintenance 1. Define procedures for addressing generator malfunctions and emergencies to ensure rapid response capability. 6.3 Warranty 1. Provide detailed information on the generator warranty, including coverage terms and available extended warranty options. 7. PROJECT TIMELINE 7.1 Proposed Schedule 1. Project Start Date: The anticipated start date for the project will be March 2026. 2. Project Completion Timeline: The total Contract Time shall be 135 calendar days, consisting of 120 calendar days to achieve Substantial Completion and an additional 15 calendar days to achieve Final Completion. 3. Identify key milestones and deadlines: 1. Installation of the concrete foundation and slab for the new generator 2. Furnish and install new generator 3. Delivery, Set-up, Start-Up, and Load Test of the Generator 4. Coordination of final city electrical inspection 8. CONCLUSION The contractor shall provide complete factory-assembled generator set equipment with microprocessor-based electronic controls, digital governor, and voltage regulator. The contractor is responsible for factory testing, startup, and on-site functional testing of the generator. All services shall strictly adhere to the timeline, safety protocols, and regulatory requirements outlined within this scope of work, providing the following documents: o Copy of permit o Copy of electrical designs, specifications and/or drawings elaborated to complete the scope o Signed and Sealed copy of the As-built plans as applicable o Certified Letter of Completion, as applicable o All product specifications/data sheets satisfying protection requirements on all products utilized.
