Site work for a water / sewer project in Black Mountain, North Carolina. Completed plans call for site work for a one-story above grade water / sewer project.

The Contractor shall furnish all labor, materials, equipment, transportation, and incidentals necessary to remove and replace storm-damaged electrical components, generators, wiring, SCADA elements, and related items at seven water tank sites. All work must restore facilities to pre-disaster design, function, and capacity and remain within the existing footprint. Work must comply with all Federal, State, and Local codes, all applicable Consensus-Based Codes and Standards (FP-104-009-11), the FEMA-approved Scope of Work, and requirements for Environmental and Historic Preservation (EHP). The work includes: - Replacing transducers, solar panels, power wiring, a galvanized chain-link fence, displaced soil, SCADA box, and Generac 11 kW generator as specified per site. - Installation of surge protectors/surge suppressors for electrical components, and ratchet straps or equivalent to secure generator lid for hazard mitigation. Bidders must: - Hold an active North Carolina Electrical Contractor License - Provide proof of insurance (General Liability, Workers’ Compensation) - Provide proof of being bondable - Have no active exclusions on SAM.gov - Comply with 2 C.F.R. Part 200 procurement standards, Federal Contract Provisions Appendix II, Davis-Bacon Act (if later determined applicable by FEMA), and NEPA/EHP conditions - Provide three references for similar electrical utility or water infrastructure work All bids must include: - Total Lump Sum Price - Itemized cost breakdown (labor, materials, equipment) - Schedule/availability - Signed acknowledgment of federal contract provisions - Completed W-9 - Copy of license and insurance certificates Bids must remain valid for 90 days. Work cannot begin until a notice to proceed is provided in writing by the Town. Contractor must comply with all OSHA, NC Building Code, and NEC requirements. Contractor must supply all necessary permits unless otherwise directed. Town reserves the right to reject any and all bids in accordance with NC law. Award will be made to the lowest responsive, responsible bidder. The awarded contractor must agree to and comply with all applicable provisions required by 2 C.F.R. Part 200 Appendix II, including but not limited to: Equal Employment Opportunity (EO 11246), Contract Work Hours and Safety Standards Act, Byrd Anti-Lobbying Amendment, Debarment & Suspension (2 C.F.R. Part 180), Record Retention (2 C.F.R. § 200.334), Access to Records (DHS/FEMA/OIG), and others.
