Question Deadline 01/12/2026 at 5:00 PM ET Questions, exceptions and revisions must be submitted via the County's eProcurement Portal Project work includes Construction Management Services for the DeKalb County Department of Watershed Management (DWM). Firms responsible for the design of a project are not permitted to undertake CM services for the same project due to the inherent conflict of interest. The original Snapfinger facility was constructed in the early 1960's and expanded on four (4) separate occasions over the subsequent twenty (20) years. The majority of the existing structures remaining in use were added in 1983 and have a permitted capacity of thirty-six (36) million gallons per day (MGD). An equalization tank was added in 2003. The SFAWTF is being expanded in multiple phases. Phase 1 construction is complete. Phase 2 construction is ongoing to bring the permitted capacity to forty-four (44) MGD and is anticipated to be completed in 2025. Phase 3 will be performed in five or more sub-phases to bring the permitted capacity to fifty-four (54) MGD maximum month average daily flow. The subject of this RFP is for CM services for Phase 3A, Phase 3C, and Phase 3D construction. Construction of the Phase 3A, Phase 3C, and 3D projects will follow Final Completion for the Phase 2 project. The Phase 3A, Phase 3C, and Phase 3D construction projects will be bid separately, likely will have separate Construction Contractors, and will have partially overlapping construction periods. The Phase 3A project includes: a replacement influent pump station (IPS), an expansion and upgrade of Waste Activated Sludge (WAS) handling facilities that remain in use after Phase 2 construction is complete, and refurbishment of the aerated grit system and abandoned aeration and primary clarification process tanks for diversion flow. Engineering design for the Design/Bid/Build Phase 3A project is currently underway. Notice to Proceed to the Phase 3A Construction Contractor is anticipated to be August 2026 with Final Completion in July 2029. The Phase 3C project includes: optimization of the Phase 2 facilities to improve process reliability. Engineering design for the Design/Bid/Build Phase 3C project is currently underway. Notice to Proceed to the Phase 3C Construction Contractor is anticipated to be June 2026 with Final Completion in December 2027. The Phase 3D project includes: expansion of the headworks and membrane bioreactor (MBR) unit processes to bring the peak hydraulic forward (net) flow through the plant to one-hundred (100) MGD. Engineering design for the Design/Bid/Build Phase 3D project is currently underway. Notice to Proceed to the Phase 3D Construction Contractor is anticipated to be May 2027 with Final Completion in April 2029. Scope of work includes, but may not be limited to, a broad range of services and activities that will be performed over a number of years. The County will determine the work to be performed to the extent that the County reserves the right to request all, some or any combination of the staffing and services identified in this Scope of work. This RFP does not constitute a guarantee for the award of the Construction Management (CM) role or guarantee any specific work within the scope. The Construction Manager (CM) shall provide all full-time and part-time resident inspection services, technical, professional, and administrative staff that are necessary to provide the CM services for the construction activities and the specified construction schedule as defined by the Construction Contract Documents (CCD). The CM shall adjust staffing, as requested by the County, to provide CM services specific to the type of ongoing work throughout the Projects. The County at its sole discretion, will determine staffing throughout the project based on recommendations from the CM. Refer to the Overall Schedule for CM Services for SFAWTF - Phase 3A, 3C, and 3D Projects graphic listed below. Note that the CM is performing duties (e.g., reviewing and approving Final Pay Application, etc.) one month after the last project's Final Completion. These duties may be performed offsite pending County approval. The County or Construction Contractor(s) will provide office space, office furniture, telephone and internet service for onsite CM staff, and the CM staff shall use these items only for work associated with providing the CM services as described in the RFP. The CM shall be responsible for providing computers/laptops, servers, copiers, and other field and office equipment and supplies as necessary for the work performed by the CM's staff without reimbursement by the County.
