Circular Sanitary Sewer Manhole (SW-301) 15 VF Each bidder's proposal shall include a list of at least three (3) projects completed in the last five (5) years. These projects shall be similar in contract amount and scope of work to the proposed project. Scope of work for the proposed project includes the MAJOR ITEMS OF WORK listed above. Bidders shall also submit with their bid the phone numbers and the names of contact persons for each of the similar projects listed. No bidder may withdraw their proposal within 60 days after the bid opening. The successful bidder will be required to furnish satisfactory performance and payment bonds in the amount of one-hundred percent (100%) of the total bid price, a certificate of insurance and a certificate of equal employment opportunity and comply with minimum wage provisions as established by the U.S. Department of Labor. S. 23rd Street Reconstruction Phase II The start date for the proposed work on S. 23rd Street Reconstruction, Phase II shall not commence until May 27 th, 2026 or later. All work for Phase 1 is to be completed on or before August 14 th, 2026. Remaining work under the proposed contract shall be completed on or before October 16th, 2026. The work under the proposed contract for S. 23rd Phase II shall be completed as detailed in the Instructions to Bidders. 3200 Block Alley Sewer Repair The start date for the proposed work on the 3200 Block Alley Sewer Repair shall not commence until March 15th, 2026, or later. Project shall be completed within 30 calendar days of mobilization with a late start date of April 15th, 2026. The work under the proposed contract for the 3200 Block Emergency Repair shall be completed as detailed in the Instructions to bidders. The City of Council Bluffs reserves the right to reject or accept any or all bids and waive any irregularities in the interest of the City. The City of Council Bluffs pursuant to Iowa Code Section 423.3(80), shall issue a purchasing agent authorization letter and an exemption certificate to the Contractor and Subcontractors for this specific project such that Iowa sales tax will not be paid for materials, supplies, and equipment that will be used in the performance of this specific construction project contract.
