The City of Charlotte is accepting bids for bio-solid soil injection. All vendors are encouraged to submit bids which conform to the stated specifications. The City reserves the right to accept or reject any bid under these terms. The City reserves the right to reject any or all proposals or to waive any defects in bidding in the best interest of the City of Charlotte. If all purchasing procedures have been met, the Purchasing Officer is authorized to negotiate with a local bidder to reduce their bid to that of the lowest bidder from a non-City of Charlotte taxpayer if their bid is within 5% of the lowest bid. Negotiations are limited to purchases up to $30,000.00. All work is to be in accordance with all Federal, State and local laws and regulation in effect at the time of service. A. Applicable laws: the Ordinance and Charter of the City and laws of the State of Michigan concerning competitive bidding, contracts and purchases will be employed. B. Taxes: The City of Charlotte is generally exempt from Federal Excise and Michigan State Sales Tax. Prices should not include tax. C. The City reserves the right to reject any and all bids, waive informalities or defects in bids, and accept such bids, as it shall deem to be in the best interest of the City of Charlotte. D. The City does not discriminate based on race, color, national origin, sex, religion, age, disability in employment or the provisions of service. E. All bids shall be firm for not less than sixty (60) days after the official opening of the bids. F. If the vendor elects to deviate from the specifications stated, all exceptions or other changes must be clearly noted. Any changes, insertions, or omissions to the terms and conditions, specifications, or any other requirements or this proposal, may be considered non-responsive, and at the opinion of the City, may result in rejection of the proposal.1. Price to be quoted shall be for the period April 1, 2026 through December 31, 2029. The contract will be for one year with the City having the option of (2) one year renewals for up to a total of three years at the same bid price. The price shall be quoted as "cents per gallon". The bid price shall include all labor and equipment necessary to perform the services outlined in this specification. The City will not accept any extra costs such as fuel surcharges, move-in fees, permits, etc. All costs shall be included in the per gallon price. 2. The contractor will be required to mix each of the tanks for 4 (four) hours prior to hauling to provide product of a homogenous consistency. 3. The contractor is responsible for loading, transportation, and sub-surface injection once per year using their own equipment. Bio-solids will be pumped from two 310,000 gallon storage tanks with 36 inch square openings. The annual hauling and injection volumes will be between 400,000 gallons and 700,000 gallons. The purpose of this policy is to establish minimum insurance requirements for contractors performing services for the City or for organizations utilizing City property for conducting festivals, events and the like.
