Renovation of a laboratory facility in Silver Spring, Maryland. Conceptual plans call for the renovation of a laboratory facility.

The scope of work involves providing comprehensive operations and maintenance (O&M) services, including incidental repair and minor construction, for medical, dental, pharmacy, and laboratory facilities under the Medical Research and Development Command (MRDC) in support of the Defense Health Agency (DHA) program. The contractor shall furnish all personnel, materials, equipment, and transportation necessary to maintain facility systems and utilities infrastructure, ensuring continuous operational support and emergency response capabilities for 24/7 facilities. Tasks include scheduled preventive maintenance (PM), predictive maintenance (PdM), corrective maintenance (CM), service orders, unscheduled and emergency maintenance, and minor construction incidental to O&M. Systems covered include plumbing, medical gas, fire suppression, security, HVAC, electrical, refrigeration, electronic systems, and building finishes. Additional responsibilities include pest control, snow removal, water treatment plant operation, fire extinguisher maintenance, moving furniture, cleaning windows, and maintaining as-built drawings. The contractor must comply with Joint Commission requirements, AAALAC standards, OSHA, NFPA codes, and all applicable federal, state, and installation regulations. They shall maintain accurate records in DMLSS/LogiCole, implement a robust preventive maintenance program, and provide emergency maintenance to prevent disruptions to research activities and ensure safety. The contractor must also support the OSHA Voluntary Protection Program and BUILDER system, maintain inventory tracking, and provide AutoCAD services for as-built drawings. Daily coordination with facility management and monthly reporting on equipment conditions are required. Work may involve exposure to toxins or infectious diseases, necessitating special precautions, immunizations, and enhanced training for personnel.
