A timeline for the award has not yet been established.** Project Description: The East Field Water Main Improvements Project (Project) will replace piping between the US Coast Guard and Superbay with new pipelines along North Access Road. This Project will remove most potable and fire water mains from the Airfield in the East Field and install new laterals to each building from North Access Road. The Contract Time is 320 total consecutive calendar days after the effective date indicated in the Notice to Proceed. See Document 00 54 39 (Contract Time and Liquidated Damages) for additional details. The estimated cost of construction is $14,900,000 - $17,200,000. California Class "A" license is required at the time of Bid. The Local Business Enterprise (LBE) subcontracting requirement is 11% of the Contract Sum. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. 1. Work may include, but is not limited to, removal of asbestos-containing materials, lead-based paint, and PCB. 2. This Article describes the minimum procedures and equipment required for protecting workers from activities that disturb contaminated soil, sludge, and water. It is Contractor's sole responsibility to provide the proper equipment and training in conformance with all applicable laws, rules, and regulations. 1. Work shall include, but is not limited to, removal of contaminated soil, sludge, and water present at the Site. Due to subsurface contamination, Contractor shall take the necessary steps to ensure worker safety as specified in 29 CFR, 1910 and 1926, and Cal/OSHA regulations. 2. It is Contractor's sole responsibility to provide the proper equipment and training in conformance with all applicable laws, rules and regulations. A. Contractor is responsible for performing the requirements of the Cx process including those responsibilities assigned to Installers, vendors, manufacturers, or their representatives. The Contractor shall ensure all systems to be commissioned include provisions for compliance with this Document. B. Under the leadership of the CxP, systems and equipment shall be commissioned in order to achieve the following specific objectives: 1. Verify and document that the Airport systems and equipment are documented in the Design and Construction Documents in accordance with the Airport's Owner's Program Requirements. 2. Verify and document that equipment is designed, installed, tested, and operates per the Contract Documents 3. Identify deficient equipment, systems, and installations as early as possible to facilitate timely corrective action minimizing schedule impact. Maintain an issue log and risk register. Track nonconforming work to resolution. 4. Verify and document that equipment and systems receive complete operational checkout. 5. Verify integrated equipment and system performance. 6. Verify and validate that the Airport's operating personnel and Stakeholders are adequately trained on the Operation and Maintenance of equipment and systems. 7. Verify Operations and Maintenance Data for airport systems and equipment is complete and usable. C. Support of Materials, Equipment and Systems Suppliers: Suppliers of major equipment and systems within the Commissioning Scope of Work (specified elsewhere in this Document 01 91 13.01) shall support the Cx process. Minimum support shall consist of the following: 1. Submit the manufacturer's installation and start-up checklists and manuals as a part of the initial equipment submittal in accordance with the equipment specifications. 2. Submit the manufacturer's operating and maintenance manuals as a part of the initial equipment submittal in accordance with the equipment specifications. 3. Assist in developing the final functional test procedures as specified in Document 01 91 13.01, and related sections. 4. Provide authorized start-up technician to perform startup / unit testing as specified in Document 01 91 13.01, and related sections. A. VDC Engagement Strategy 1. Contractor must follow the engagement milestone and deliverables as prescribed in the VDC Engagement Strategy. B. As-Built Models (if applicable) 1. A pre-designated, discipline-specific model, which accurately represents the built conditions, and is maintained throughout the entire Project lifecycle. 2. Every discipline participating must list and update Model Index with all models/files in use and designate the as-built models per each discrete scope. See Paragraph 1.02(A)(4). 3. Contractor shall record updates, including Requests for Information, Change Orders, coordination changes, and field deviations, into the As-Built Models. If multiple models are used for a single scope, changes must be consolidated into the designated As-Built Models. 4. As Built Models are to be incrementally submitted throughout the Project for review by IIM. C. Construction Phase (if applicable) 1. Contractor shall populate Equipment Inventory Spreadsheets as outlined in Document 01 78 23 (Equipment Inventory Spreadsheet). D. Close Out 1. Contractor shall submit a record set of all VDC deliverables, including As-Built Models, all other models, and As-Built Drawings used for design and construction activities. 2. Additional requirements for Closeout are included in Document 01 78 00 (Contract Closeout). E. Project Record / As-Built Documents 1. Requirements for Project Record Documents are included in Document 01 78 39 (Project Record Documents). Work under Contract, or under any Bid Item, Allowance, or Alternate, shall include all labor, materials, transport, handling, storage, supervision, administration and all other items necessary for the satisfactory completion of Work, whether or not expressly specified or shown. Construct a New C900 Combined Potable and Fire Service Water Main Distribution Loop Along North Access Road. Additional Piping Connections to Designated Services, Isolation Valves, Fire Hydrants, And All Necessary Fittings and Appurtenances Required Shall Be Installed Per Plan Drawings and Technical Specifications. Abandon-in-place Existing 16-inch Ductile Iron Pipe, 24-inch Steel Pipe, And Replaced Service Connections. Abandon-in-place Piping Shall Be Disconnected From Active Services and Slurry Filled Per Plan Drawings and Technical Specifications.
