Site work for a civil project in Texarkana, Arkansas. Completed plans call for site work for a one-story above grade water / sewer project; and one-story above grade water / sewer project.

The scope of work consists of furnishing all materials, labor, and activities required to install 10,400 LF of 12" water main, 6,863 LF of 10" gravity sewer main, 24,800 LF of 8" force main, a pump station, and related accessories and appurtenances to extend water and sewer service to the REDI Site as shown on the plans. Instructions to bidders: Separate sealed bids will be received at the office indicated. No bid shall be submitted by means of facsimile machine or similar equipment. Information and bidding documents for the project can be obtained from Spears Engineering Company. Prospective bidders are urged to register with Spears Engineering Company as a plan holder. Plan holders will be updated periodically via email with addenda, registered plan holder lists, and other bid-submission information. Bound copies of the bidding documents may be obtained upon payment for each set. No deposit will be refunded. The owner reserves the right to waive any informalities or to reject any or all bids. Bidders may not withdraw their bids within 30 days after the bid opening and must provide bid bonds as required. All bidding processes shall comply with state law. Contractors should refer to the Arkansas State Licensing Law for Commercial Contractors. Resident bidders refer to Act 150 of the 1965 Acts of the Arkansas Legislature. Non-resident bidders refer to Act 162 of the 1987 Acts of the Arkansas Legislature. The owner encourages small, minority, and women business enterprises to submit bids and encourages subcontracting opportunities for these groups. The contract is subject to labor laws, non-discrimination provisions, wage rate laws, and other federal laws including the Fair Labor Standards Act of 1938, the Work Hours Act of 1962, and Title VI of the Civil Rights Act of 1964. Registration and good standing in the System for Award Management (SAM.gov) will be required prior to contract execution.
