The City of Manteca (CITY) is soliciting proposals for the development of plans, specifications and estimate for the CMAQ EV Charging Station Project ("PROJECT"). The Engineer's estimate of the design phase is expected to be less than $150,000. The selection will be based on qualifications only. The city will then negotiate with the highest ranked firm for scope and fee. The PROJECT includes the development of plans, specifications and estimates for an EV Charging station at the Manteca City Hall The station will support fast charging for 6 vehicles and will be open to the public. Project includes upgrades to the City's electrical infrastructure in order to support the EV charging station. The Consultant shall hold a valid California Professional Engineer's License, or Class A General Contractors License or C-10 Electrical Contractor. Additionally, the Consultant must have successfully completed design/delivery of an EV Charging Station project of similar size and scope within the last five (5) years in the State of California. In accordance with California Labor Code as amended through Senate Bill (SB) 96, no contractor or subcontractor shall be listed on a bid proposal for a public works project or awarded a contract for public work on a public works project unless registered with the California Department of Industrial Relations (DIR). The City will execute an agreement with the consultant and issue a Notice To Proceed (NTP) on or before March 17, 2026. CITY reserves the right to accept or reject any and all proposals, or any item or part thereof, or to waive any informalities or irregularities in proposals. CITY reserves the right to withdraw or cancel this RFP at any time without prior notice and CITY makes no representation that any contract will be awarded to any firm responding to this RFP. CITY reserves the right to re-issue a new RFP for the same or similar services. CITY reserves the right to postpone proposal openings for its own convenience. Proposals received by CITY are public information and must be made available to any person upon request. Submitted proposals are not to be copyrighted. A. Rejections All proposals will be reviewed to determine conformance with the RFP requirements. Any proposal that the CITY deems incomplete, conditional, or non-responsive to the requirements of the RFP may be rejected. As was stated above; the CITY reserves the right to reject any and all proposals as well. B. The selection process shall be fair, open, and competitive. C. The selection of the consultant firm will be based on clearly stated objectives. D. Selection of consultants/firms shall be based upon demonstrated competence, professional qualifications, experience, and capabilities to perform the required services.
