Services include performing all necessary tasks required to complete the construction of a side slope final closure, appurtenances, and associated site improvements over approximately 23.6 acres at the Middlesex County Landfill, as well as the restoration and reconstruction of two existing downchutes at the closed portion of the Edgeboro Landfill. Each bidder must submit bid security, a Consent of Surety, and comply with requirements including the Prevailing Wage Act, Public Works Contractor Registration Act, Business Registration Act, Anti-Discrimination, Equal Employment Opportunity and Affirmative Action Laws and Regulations, Americans with Disabilities Act, and New Jersey Campaign Contributions and Expenditure Reporting Act. Bidders and named subcontractors must possess current Public Works Contractor Registration Certificates as of the bid opening date. Bids must be submitted in sealed envelopes clearly marked with the contract number and title. No bids may be emailed, faxed, or transmitted by telephone. The Authority reserves the right to waive informalities or reject all bids in accordance with applicable law. The scope of work for this Contract shall include performing all necessary tasks required to complete the construction of a side slope final closure, appurtenances and associated site improvements over approximately 23.6 acres at the Middlesex County Landfill, as well as the restoration and reconstruction of two (2) existing downchutes at the closed portion of the Edgeboro Landfill. The side slope final closure will generally involve the installation of a contact water management system, final cap lining system, stormwater management system consisting of diversion swales, downchutes, drainage piping and structures, and erosion protection measures, as well as the 2025 Cell 7 GCCS Construction Project. The Cell 7 GCCS Construction Project consists primarily of the installation of landfill gas collection and control system components within Cell 7. The work includes, but is not limited to, the installation and interconnection of landfill gas collection header and lateral pipes, compressed air line and force main piping, valves, condensate pumping stations and pump installations, all associated trenching and backfilling, installation of landfill gas wells, decommissioning of existing landfill gas wells, and interconnection of existing landfill gas wells. The work is more fully detailed in the Construction Drawings and Technical Specificationsincluded herein and made a part hereof. The Contractor will be responsible for purchasing required materials for the project, as described in the Technical Specifications and shown in the Construction Drawings. The Contractor will be responsible for scheduling the work with the Owner to coordinate construction efforts.
