The project includes, but is not limited to, asphalt removal, base repair, asphalt overlay, and traffic markings of Op La Way, Analii Street and Ieke Drive, Cherryhill Drive, Aulena Place, and Aila and Ahoni Street. Plan holders must log in or register at www.diamondheadbids.com or www.ccellcplans.us to view or order bid documents, which are non-refundable and must be purchased through the website. Bids must be submitted on the standard forms provided within the contract documents and must be submitted in letter form in a sealed envelope marked "Diamondhead Paving 2026," addressed to the City Clerk, or electronically on the specified websites. Each bidder must write their name, address, and Certificate of Responsibility number or a statement that the bid does not exceed $50,000 on the outside of the envelope or on a cover page if submitting electronically. No oral, telegraphic, telephonic, or email proposals will be considered. Each bid must be accompanied by a Bid Bond or Certified Check equal to five percent (5%) of the Base Bid, payable to the City. If submitted electronically, a copy of the bid bond is required, and hard copies of bid documents must be provided within 3 business days if requested. The successful bidder must provide a Performance Bond and a Payment Bond, each equal to 100% of the bid. Non-resident contractor requirements under MS Code 31-3-21(3) apply. All questions about the bid must be submitted in writing. An acknowledged copy of all Addenda issued must be included with the bid proposal. The City reserves the right to reject any and all bids and to waive any informality in the bidding process.
