Renovation of a mixed-use development in Pinole, California. Completed plans call for the renovation of a 100,000-square-foot, 12-story above grade municipal facility; 25,000-square-foot, one-story above grade playground / park / athletic field; 5,000-square-foot, two-story above grade municipal facility; 6,000-square-foot, one-story above grade playground / park / athletic field; 5,000-square-foot, one-story above grade fire / police facility; 28,000-square-foot, two-story above grade fire / police facility; 16,000-square-foot, one-story above grade municipal facility; 9,000-square-foot, two-story above grade municipal facility; 6,000-square-foot, one-story above grade municipal facility; and 134,000-square-foot, one-story above grade water / sewer project.

The purpose is to assist with the development of a municipal buildings decarbonization plan for the City of Pinole. The plan's ultimate purpose is to help the City achieve its Climate Action and Adaptation Plan (CAAP) goals for carbon neutrality by 2045. The work will involve supporting the City's strategy to electrify or otherwise decarbonize all municipal buildings and facilities by 2035. Required elements include: an inventory of existing fossil fuel-powered buildings and facility equipment; available electric or zero/low-carbon alternatives for each; relevant costs and benefits of replacing each (such as lifespan, equipment costs, and operational quality); a prioritized schedule for upgrades based on potential to reduce natural gas and propane usage; and prioritization of upgrades that benefit vulnerable communities first, including the Library, Senior Center, Youth Center, and Tiny Tots facilities. The plan should provide cost-effective and cost-beneficial solutions for transitioning gas-fueled buildings by 2035. The contract and scope of services will be subject to all grant terms and conditions. The selected proposer will develop a comprehensive municipal buildings decarbonization plan as indicated below in Tasks 1-10. This includes inventorying existing fossil fuel powered buildings and facility equipment, exploring clean energy powered alternatives, conducting cost/benefit analysis of replacing each (lifespan, equipment costs, operational quality), developing a prioritization schedule for completion based on potential to reduce natural gas and propane, cost/benefit ratio, payback period, operational feasibility and buildings that serve vulnerable communities. A brief overview of expected workflow, deliverables, and consultant responsibilities is included to clarify sequencing and ensure consistency across tasks. TASK 1: REVIEW BUILDING DECARBONIZATION WORK COMPLETED BY THE CITY TO ASSESS REMAINING WORK Review municipal building decarbonization work that has been completed by the City to avoid duplication, build upon existing analysis, and ensure efficient use of grant fund. This completed work includes: o 2023 Fleet Vehicle Inventory o 2024 Energy Conservation, Generation, and Storage Assessment (see attachments in OpenGov) o 2025 comprehensive energy audit by EcoGreen Solutions of all facilities (except the Pinole-Hercules Wastewater Treatment Plan), including building hours of operations, occupancy schedules, and proposed turnkey solutions funded by the PG&E Energy Efficiency Retrofit Loan Program o 2025 Participation in PG&E Fleet Advisory Services for Local Governments which provides assistance with assessing and improving transformer capacity at City facilities o 2025 building capacity data for Pinole City Hall and Pinole Senior Center from aecent EV charging installation assessment Deliverables: o Technical memorandum summarizing all existing work reviewed and identifying remaining gaps. o Matrix mapping completed work to required plan tasks to confirm no duplication. TASK 2: CREATE A COMPLETE INVENTORY OF FOSSIL-FUELED POWER EQUIPMENT AT EXISTING MUNICIPAL BUILDINGS Create a detailed inventory of fossil-fuel powered equipment used at all municipal buildings including building name, equipment type, age, condition, fuel source, capacity/output ratings, annual energy use and emissions estimates, estimated maintenance cost, estimated energy use cost, location and served zones (for phasing and bundling) and estimated end-of-life All questions and inquiries must be submitted to the OpenGov portal by 12/19/2025 at 11:30 pm. The City will list responses on the OpenGov portal by 12/26/2025 at 5:00 pm This project will be completed with grant funding from the California Energy Commission . They have approved an up to $ 75,000 for this task . Please follow the pricing table format where there is space to explain what budget over $ 75,000 if needed . The City would need to request a reallocation if there is available funding and pending CEC
