A timeline for the award has not yet been established.* The City is seeking proposals from qualified firms to assist with the installation of battery energy storage systems (BESS) at two sites: Pinole Youth Center and the joint Pinole Tiny Tots/Pinole Swim Center. The project aligns with the City's Climate Action and Adaptation Plan to decarbonize municipal buildings by 2035 and increase resilience through local renewable energy generation and storage. The contract and scope of services must comply with all applicable federal statutes, regulations, and award terms, including but not limited to 2 CFR Part 200 and the Build America, Buy America Act (2 CFR Part 184). Complete, accurate, and auditable documentation is required to support Department of Energy reimbursement. Proposals are sought from vendors and subvendors that are DOE-ready and able to pass DOE inspection; if subvendors will be used, they must be identified and named in the proposal for approval.
