Site work for a water / sewer project in Lockport, Illinois. Completed plans call for site work for a one-story above grade water / sewer project.

The project includes several tasks: pre-construction televising, manhole cleaning, post-construction televising, preparation of manhole repair reports, manhole lining, installation of internal chimney seals, repair or replacement of manhole benches, grouting of manholes, adjustments to frames, site restoration, and any necessary appurtenances. All incidental and collateral work necessary to complete the project must be performed in accordance with the Specifications and Contract Documents. Only firms and individuals trained and certified in the manufacturer's installation methods, possessing a minimum of five years of work experience with the specified products, are eligible to perform the work. Prospective bidders should review the Plan, General Conditions, Special Conditions, Technical Specifications and Details before submission. Bids must be submitted in a sealed envelope, addressed and marked appropriately. Bids sent by facsimile or email will not be accepted. All questions shall be submitted to Keith Powell at kpowell@eeiweb.com or (832) 445-8631. The deadline to submit questions is 12:00 pm on December 31, 2025. A. Pre-clean and photograph all sanitary manholes scheduled to be repaired. The Contractor shall submit a copy of all photos and manhole inspection reports to the City. B. Clean affected sanitary manholes just prior to repair. The Contractor shall furnish water for cleaning existing manholes and for installing the manhole coatings and repairs. The Contractor shall refer to Use of Fire Hydrants in the Special Provisions section of the Project Manual. The City will pay for the water usage associated with this project, and the Contractor will exercise measures to conserve water. The Contractor shall notify the City prior to initiating cleaning operations and shall coordinate his/her operations with the City so as not to deplete the local water supply. C. The Contractor shall submit a construction schedule to the City and Engineer for approval. The Contractor shall also submit a construction plan detailing access routes and proposed storage areas. D. Execute rehabilitation of affected sanitary manholes in accordance with the plans and specifications. E. The Contractor is responsible for the post repair photos and manhole inspection reports of all affected sanitary manholes. The Contractor shall submit a copy of all final photos and manhole inspection reports to the City. F. The Contractor is responsible for bypass pumping of sanitary sewer lines around affected manhole repairs to maintain sanitary sewer flows. The Contractor shall submit a bypass pumping plan (which shall include a list of equipment, primary and backup pump sizes, estimated length of time required for bypass pumping, and planned pump suction and discharge locations) to the City and Engineer a minimum of two (2) weeks prior to start of work. G. The Contractor shall prepare and implement a Traffic Control Plan. The Contractor shall be responsible for obtaining and paying all fees for any permits required from the Cities and municipalities in which the work takes place. All traffic control, including signing and barricading of work areas, shall conform with the Federal Highway Administration's "Manual on Uniform Traffic Control Devices." H. The Contractor is responsible for timely notification of all affected homeowners whose property will be directly affected by the sanitary manhole rehabilitation efforts. The Contractor shall provide bilingual door hangers in English and Spanish, the door hangers must be approved by the City prior to delivery to the affected homeowners I. Operation of construction vehicles or equipment and storage of materials shall not be allowed on private properties unless Contractor obtains written permission from private property owner. Contractor shall notify the City and Engineer of intent to contact private property owner for the purpose of obtaining written permission to use the property at least seven (7) days prior to anticipated contact with the property owner. J. The Contractor is responsible for before and after site photos of all affected property (both public and private). The intent of the photos is to ensure that the affected properties are restored to pre-repair condition. A copy of all pre and post repair property photos shall be submitted to the City. K. The Contractor will be required to prepare inspection report forms and upload photos (pre-rehab, post-clean, prep, and post-rehab) for each manhole (via external hard drive or flash drive). Contractor shall include installation date of the lining, manhole ID, address or location, depth, diameter, material, repairs completed, inlet sizes, and crew member who completed the repairs in the report. L. Any damage done by the Contractor to any property shall be repaired to a condition equal to or better than what existed prior to the damage. M. Any and all excavations shall not remain open for more than three (3) consecutive days. N. All excavations shall be properly barricaded in accordance with all applicable local, state, and federal requirements. O. General Sequence of Work: i. Photograph Site ii. Pre-Rehab Photos iii.
