City of Albany ("City") is requesting proposals from qualified firms that can demonstrate competency and experience required to complete a long-term viability study needed to evaluate the future of the Vine Street Water Treatment Plant (WTP). The study shall include analysis of the existing conditions at the WTP, and other water systems as related to the operations of the plant, and a cost benefit analysis comparing options to make improvements on site compared to decommissioning the Vine WTP and constructing a new plant at an alternate site. Proposals shall be valid for 120 days after opening unless otherwise specified. The City may reject any proposal not in compliance with all prescribed solicitation procedures and requirements and other applicable law and may reject any or all proposals in whole or in part when the cancellation or rejection is in the best interest of the City, and at no cost to the City.
