Site work and new construction of a water / sewer project in Glen Easton, West Virginia. Completed plans call for site work for a one-story above grade water / sewer project.
**As of February 13, 2025 this project has not yet been awarded. A timeline for award has not yet been established.** Construct a new 122,000-gallon water storage tank as part of the Water System Improvements Project, Contract #2 - 122,000 Gallon Bowman Ridge Tank Replacement. The contract period is 240 calendar days for substantial completion and 270 calendar days for final payment from the time the contract times commence. Liquidated damages are set at $1,000 per day. Bidders must comply with a two-envelope system for bid submission. Envelope No. 1 must include the bidder's name and address, the contract being bid upon, and be clearly marked as received by the Marshall County Public Service District #4. Envelope No. 2, labeled "Bid Proposal," must be enclosed within Envelope No. 1. Envelope No. 1 will be checked for required documents per the Bid Opening Checklist. If compliance is confirmed, Envelope No. 2 will then be opened and read aloud. Non-compliance will result in exclusion from consideration. Key instructions include: - Full compliance with Disadvantaged Business Enterprises and Affirmative Action Requirements, including making positive efforts to subcontract with disadvantaged businesses, following outlined affirmative steps. - Bids may not be withdrawn for 90 days after the bid opening date. - All bids must be accompanied by a certified check or bid bond equal to 5% of the base bid. - Contractors must not be listed on the federal "System for Award Management" (SAM) for suspension or debarment. - Compliance with federal wage laws (Davis Bacon Act), "Build America, Buy America" requirements, and all relevant state regulations, including the West Virginia Drug Free Workplace Act and licensing requirements. - Submission of a signed drug-free workplace affidavit with the bid documents is mandatory, and failure to do so will result in disqualification. - Only bidders attending the mandatory pre-bid conference are eligible to submit bids. - The Marshall County Public Service District #4 reserves the right to reject any and all bids.
