Sealed Bids for the construction of the Highland Street Improvement Project will be received online via the PennBid Program by Hawley Borough. The project consists of the reconstruction of asphalt roadway and associated restoration on Highland Street, starting from the intersection of Cedar Ave and Highland St and continuing approximately 170 feet westerly toward Spruce St. Bids will be received for a single prime contract and shall be on a unit price basis as indicated in the Bid Form. All bidding documents are available at no cost through the designated online portal. A pre-bid conference will not be held for this project. Bid security shall be furnished in accordance with the Instructions to Bidders. Davis-Bacon wage rate requirements are applicable. Bidders must ensure non-discrimination in employment on various protected bases per federal regulations and executive orders. Contractors must meet participation goals for female and minority workforce for contracts exceeding $10,000. Minority and/or women-owned businesses in the area should be utilized to the greatest extent feasible. A pre-bid conference will not be held for this project. Contractors must also establish a 6.9% goal for female participation and a 0.6% goal for minority participation in the aggregate on-site construction work force for contracts in
