Renovation of a detention facility in Mescalero, New Mexico. Completed plans call for the renovation of a detention facility.
This acquisition is for a Design/Build Construction Contract to bring the Mescalero Adult Detention Center to full and functional completion. The scope of work includes various Facility Improvements and Repair (FI&R) activities such as design, construction, installation, and demolition. The project aims to ensure the facility meets operational standards and requirements. Magnitude: The estimated construction cost is between $500,000 and $800,000.Questions and Answers: Any questions relating to this solicitation shall be submitted to the Contracting Officer (CO), Laurie Sherrod, at laurie.sherrod@bia.gov no later than January 29, 2026. All interested contractors shall RSVP to participate in the available site visit NLT 12:00 P.M. ET on Monday, January 26, 2026. RSVPs will be received at laurie.sherrod@bia.gov. Upon receipt of the RSVP the calendar invite with a call-in link will be provided. If no RSVPs are received by 12:00 P.M. ET on Monday, January 26, 2026, the call will not take place, the onsite tour will not be provided, the formal site visit will be cancelled, and an RFP amendment will be posted confirming cancellation of the site visit. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The newly constructed Mescalero Adult Detention Center is a Bureau Operated 40-bed Detention Facility located at 386 Sawmill Dr. Mescalero, NM 88340 in the Southwest Region on the Mescalero Apache Reservation. Prior to occupancy, the Bureau of Indian Affairs (BIA) Office of Justice Services (OJS) requires modifications and improvements to the building to support full operational capabilities. The objective of this project is the full and functional completion of the work items listed in Section D. This scope includes various Facility Improvements & Repair (FI&R) activities including but not limited to design, construction, installation, and demolition. The Contractor shall furnish all materials, equipment, and personnel necessary to manage and accomplish the FI&R activities outlined within for the Mescalero Adult Detention Center. The Contractor's work responsibility shall include all planning, administration, coordination, and management necessary to provide the deliverables as specified. The work shall be conducted by the Contractor in strict accordance with the contract and all applicable Tribal, Federal, State, and local laws, regulations, codes, or directives. The Contractor shall provide related services such as project development, project management, quality control, preparation, review, and submission of required deliverables, along with other administrative work required to satisfy the requirements specified under this contract. The following general work requirements shall also apply. 1. Field verify all existing conditions, utilities, dimensions, and clearances impacted by the work. 2. Notify the Contracting Officer (CO) and the Contracting Officer's Representative (COR) of any deficiencies or other potential out of scope conditions encountered. 3. Coordinate work with applicable codes and the BIA Justice/Detention Facilities Design Handbook requirements. 4. The Contractor shall provide all labor and materials required to complete the work - refer to Section D, Task Identification. 5. All installations are to be detention grade equipment. 6.
