The work consists of a single contract for the investigation of water service line materials and the replacement of lead or galvanized service lines along various streets within the Village of Lancaster, Erie County, New York. Bidders must furnish all labor, plant, tools, equipment, and specified materials or services. LOCATION AND SCOPE OF WORK :- A. The Work to be performed under this Contract includes, but is not limited to, the investigation of water service line materials and the replacement of lead or galvanized service lines. The Work will include identifying the existing service line material and ifrequired, replacing the service line from the existing water line to the curb box and/or replacing the service line from the curb box to the existing meter inside the dwelling. The Work will include all restoration, and all other Work required in accordance with the Contract Documents. B.The Work is located along various streets, including, but not limited to, the Village of Lancaster, in Erie County, New York as shown in Appendix E. The specific work locations are subject to change, and additional work locations may be added as necessary. C.The Public Side is defined as the water service from the waterline to the curb box or right-of-way. The Private Side is defined as the water service from the curb box or right-of-way to the water meter within the dwelling. D.Work performed under this Contract includes working outside the public right-of way, on private property. Per the Erie County Water Authority Tariff, Paragraph 2.39 - "The customer shall grant identified Authority employees or agents access to the premises at reasonable times for purposes ofinstalling, reading, inspecting, repairing meters, to turn service on or shut service off, and any inspection or service necessary as deemed by the Authority. Refusal to cooperate will begrounds for discontinuance ofservice, as provided in paragraph 2.32(f)." Bids must be received at the designated Service Center Front Desk in a sealed envelope clearly marked as instructed. Only official planholders may bid, and all components of the Contract Documents must be reviewed. Each bid must be accompanied by a certified check or bid bond in the amount of five percent (5%) of the bid. The Erie County Water Authority reserves the right to reject any and all bids or accept any bid deemed in its best interest, regardless of mathematical low bid. This project has a Women and Minority Business Enterprise goal of 10%. * When permitted, members ofthe public may be present to observe the bid opening. All attendees must bring a government-issued photo identification (driver's license preferred) and check-in with the ECWA receptionist before being allowed entry to the bid opening. Question Deadline 12/29/2025 All questions about the meaning or intent ofthe Bidding Documents shall be submitted to ENGINEER in writing. In order to receive consideration, questions must be received by ENGINEER at least ten (10) days prior to the date forthe opening ofBids. The Work shall be substantially completed by October 30, 2026 ; final completion- November 20, 2026
