The purpose of this Request for Proposals (RFP) is to select the most qualified consultant to provide professional services for the preparation of Plans, Specifications and Estimates for the replacement of the existing wooden decks at Camp Commerce with fire-resistant composite decking materials to enhance safety against wildfires. This initiative aligns with recommendations from the wildfire report provided by the insurance company, JPIA. The project will incorporate ADA ramps and slip-resistant features to improve user safety and install an underdeck drainage system to enhance the durability and functionality of the decks. The objective of this project is to replace deteriorated wooden decks with fire-resistant composite decking and to incorporate an ADA-compliant ramp, thereby enhancing functionality, improving safety at the camp, reducing maintenance requirements, and increasing property value. The goal of this RFP is to retain a qualified firm to provide professional services for the preparation of PS&E for the Camp Commerce Deck Replacement Project (See attached exact project location map and photos), approved by all involved jurisdictional and regulatory agencies and ready for construction bidding. Services will include, but not be limited to: PS&E Phase Services: o Evaluate and refine preliminary concept plans in collaboration with City staff. o Conduct a site assessment to evaluate the current condition of Camp Commerce, identify structural integrity issues, assess environmental factors, and determine the feasibility of installing fire-resistant composite decking, ADA ramps, slip-resistant features, and underdeck drainage systems, ensuring all modifications align with safety standards and project specifications. o Develop comprehensive construction documents, including but not limited to site plan, floor plan, framing plan indicating locations of the work, elevations, and foundation plan. o Develop designs for decking, stairs, walkways, and ADA Ramp(s), with detailed specifications on the construction of handrails and stairs, including but not limited to materials, dimensions, fastening methods, compliance with load-bearing requirements, and integration with slip-resistant surfaces and drainage systems. o Prepare project technical specifications (City will provide the boiler plate and bid documents). o The design must be fully ADA complaint. o Submit plan and specification to San Bernardino County, comply with their requirements and obtain necessary approval o Prepare CEQA Compliance documents, include as a separate task in fee schedule.
