Water Treatment Plant Filter Underdrain Replacement The Bay County Board of County Commissioners seeks bids from qualified vendors to rehab and replace filter underdrains and media at the Bay County Water Treatment Plant located at 3400 Transmitter Road, Panama City, FL 32404. Work shall be completed in accordance with the Scope of Work included as Exhibit 2. Vendors shall be Florida licensed General Contractors. Sub-Contractors shall be licensed in applicable trades in Florida. Vendors must identify subcontractors providing services requiring a Florida license and provide proof of applicable State of Florida licenses. Bidders must submit an experience record using the form in Attachment 1 with references available for contact. Bids can be submitted electronically via OpenGov Procurement or by paper, sealed and delivered to the Purchasing Department at 840 West 11th Street, Suite 2500, Panama City, FL 32401. Paper bids must be in a sealed envelope bearing the title of the work, the bidder's name, and the date for opening. Each bid must be valid to Bay County for ninety (90) days after the bid opening. All questions must be submitted in writing to the Purchasing Department. Addenda, if issued, will be posted on the County website or OpenGov. Bidders are responsible for verifying and acknowledging all addenda. All bids must be made on the forms provided. A Bid Bond of 5% of the proposed base bid contract amount must accompany each bid. Bids must be on a unit price basis including charges for all work, layout, insurance, taxes, field office and supervision, overhead and profit, permits, impact fees, bonds, and miscellaneous items needed to complete the bid. The contract will be awarded to the lowest, responsive, responsible bidder proposing the lowest qualified Lump Sum Price and deemed qualified by Bay County. The County reserves the right to reject any or all submittals received.
