This Notice is for the bid of a Job Order Contract (JOC). A JOC is a competitively bid, firm fixed priced, indefinite quantity contract. The scope of work includes a collection of detailed repair and construction tasks and specifications that have established unit prices. It is placed with the Contractor for the accomplishment of repair, alteration, modernization, maintenance, rehabilitation, demolition and construction of infrastructure, buildings, structures, or other real property. Work is awarded by issuance of a purchase order against the JOC. Under the JOC concept, the Contractor furnishes all management, documentation, labor, materials, and equipment needed to perform the work. The JOC awarded under this solicitation will have no minimum value and a maximum value of $2,000,000, with the ability to expand up to $3,000,000. The term of the contract will be for 12 months or the point at which the maximum value of the contract is reached, whichever occurs first. The University reserves the right to award up to two (2) Job Order Contracts from this bid (PW2508) to the two (2) lowest responsive bidders. Should the University choose to award more than one (1) Job Order Contract, it shall occur no later than sixty (60) calendar days after the date of the bid opening. Contractor License Requirement: "B" General Building Contractor It is the responsibility of the bidder to advise CSUN of their intent to participate in the web conference by emailing Jenni Cox at Jenni.Cox@csun.edu on or before Friday, January 9th, 2026, so they may be sent an invitation to participate. Attendees of the conference will be confirmed verbally during the pre-bid conference. Financial and JOC Prequalification APPROVAL due: Tuesday, January 27th, 2026 by 5:00 pm, PST. All financial a n d JOC P r o g r am prequalification must be submitted and approved following the CSU Prequalification Process found at online. We recommend submitting your documents to the CSU no later than 10 business days prior to the required approval date of January 27, 2026. Technical Prequalification due: Tuesday,January27th, 2026 by 5:00 pm, PST. A Technical Prequalification Package shall be submitted electronically by uploading all required documentation. The requirements for this technical prequalification will be distributed at the bid conference Prequalified Bidders posted: Monday, January 2nd, 2026 by 5:00 pm, PST. Pre-Qualified General Contractors will be posted online. Request for Proposal (RFP) bid packages are obtainable only by pre-qualified contractors. It will be the responsibility of each bidder to obtain a bid proposal package in sufficient time to fulfill the requirements therein. The RFP package will be provided to pre-qualified bidders via online by the Trustees at California State University, Northridge upon pre-qualification. Question Deadline 02/06/2026 at 5:00 PM PT Proposers requiring clarification of the intent or content of the RFP or on procedural matters related thereto shall submit Requests for Information (RFIs) in writing by email to: Jenni Cox, Buyer III Purchasing & Contract Administration California State University, Northridge Jenni.Cox@csun.edu. CSUN will respond to RFIs by Monday, February 9th, 2026 at 5:00 pm, PST. For the physical submission, bids must be delivered to the following address either via courier or hand-delivery. The Proposer is solely responsible for ensuring delivery to the submittal location by the specified date and time. Use of the United States Postal Service, campus mail system, express or overnight delivery, or any other service, shall not relieve Proposer from the requirements of meeting the specified deadline at the specified location. For the electronic submission, Bidders shall present their bidder's security in electronic form when tendering their bids, and then shall submit original bidder's security within 24 hours of bid opening, or their bids will be deemed nonresponsive. The bids are sealed by online until the due date and time. No one, including CSUN, can view them until the bid period expires. CSUN Purchasing will post the Bid Results online. The Trustees require the successful bidder to achieve a minimum of three percent (3%) DVBE participation in contracting construction projects as established in the bidding documents. Bidders shall contact the Trustees' DVBE Advocate at California State University, Northridge: Jenni Cox at Jenni.Cox@csun.edu or 818-677-6568. Bid Security in the amount of $25,000 in the form specified in the bid documents is required (CSU General Conditions 2.05.III.). The successful bidder will be required to provide full Performance and Payment Bonds in the amount of $2,000,000, with the ability to expand up to $3,000,000 (CSU General Conditions 3.04.).
