The City of Grafton is seeking Statements of Qualifications from qualified engineering firms for work related to its water system. Services include, but are not limited to, preliminary engineering, design and construction services, right-of-way assistance, preparation of bidding and contract documents, participation in evaluating bids, and monitoring and inspecting construction activities to ensure compliance with project plans and specifications. Projects may involve waterline replacements, construction of two water storage tanks, a booster pump station, and possible small water line extensions. Qualified firms should detail their qualifications, technical expertise, management and staffing capabilities, references, and related prior experience. Submission requirements include six copies each of a Letter of Interest, Statement of Qualifications, Technical Experience, Expertise of Staff, the personnel who will be in charge of the project, Previous Professional Experience, and References. Technical qualifications and experience will be heavily weighted in the evaluation. A minimum of three firms will be invited to submit more information and be interviewed. The top candidate will be asked for a proposal with fixed fees. The City reserves the right to reject proposals. Compliance is required with federal regulations, including Title VI of the Civil Rights Act, the Americans with Disabilities Act, and various HUD Acts and Executive Orders. Firms must comply fully with requirements to achieve Minority-owned/Women-owned Business Enterprise (MBE/WBE) participation, make good faith efforts for MBE/WBE subcontracting in accordance with 40 CFR 33.240, and not discriminate based on race, creed, color, sex, age, handicap, or national origin in award of the contract.
