The Department of Public Works seeks a contractor to perform a full line of fire system testing, maintenance, inspection, certification, and repair of fire suppression systems for various County locations. Services are required for all system components, including, but not limited to, fire pumps, valves, back flow preventers, piping, sprinkler heads, and standpipes. The contractor will provide routine maintenance, essential and time-sensitive projects as needed, and supply all labor, materials, tools, appurtenances, and equipment required to complete the work as directed. The scope of work includes performing quarterly, semiannual, annual, and 5-year inspection/testing for all covered systems per current NFPA standards and manufacturer instructions; providing preventive maintenance to reduce failures and extend service life; providing corrective service to restore full functionality of any deficient system or component; and offering 24/7/365 emergency response for unplanned activations, trouble or fault conditions, and equipment failures affecting life safety or performance. All inspections and work must comply with the latest adopted editions of applicable NFPA standards, local codes/ordinances, and manufacturer instructions. Preventive maintenance includes cleaning, lubrication, adjustment, calibration, part replacement, and ensuring proper signage and tagging. Corrective service involves diagnostics, repairs with OEM or approved equivalent parts, and post-repair functional tests. Emergency response requires a qualified technician on-site within four hours unless otherwise approved. The contractor must submit electronic reports within three business days of work completion, tag and label systems/devices after service, coordinate impairments with recommendations for fire watch and timely restoration, coordinate and schedule with County representatives, follow all safety and site rules, maintain traceable records, recommend critical spare parts, and provide a minimum 90-day workmanship warranty on repairs. The contractor is also required to provide a rolling schedule of recurring inspections and confirm specific dates in advance, and only qualified and certified technicians are permitted to perform the work. The Department reserves the right to witness tests, audit reports, and request retesting if work is found non-compliant.
