Question Deadline 01/14/2026 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Questions received less than seven days prior to the date for opening of Bids may not be answered. The project consists of the construction of a 10,000,000-gallon wire-wound prestressed elevated concrete storage tank. Bids may be delivered by any means except electronically (fax or email). It is the bidder's responsibility to ensure their bid is received by the stated time. Bids not received by that time will not be considered. A performance and payment bond from a responsible surety authorized to do business in Arkansas, in the amount of the contract, will be required for contracts in excess of $20,000. Bid security in the form of a cashier's check (drawn on a bank or trust company in Arkansas) or a corporate bid bond in favor of the owner, in the amount of five percent (5%) of the bid, is required for bids exceeding $20,000 and must be submitted with the bid. Contractors for bids over $20,000 must be properly licensed for the activity prior to submitting a bid and must provide proof of license with the bid (show State contractor's license number). Arkansas prevailing Wage Laws will apply as appropriate. Bids may not be withdrawn within 90 days of opening. Bidders must provide a certificate regarding Equal Employment Opportunity as applicable. Participation of disadvantaged, minority, and woman-owned business enterprises is encouraged in procurement as contractor or subcontractor. The owner reserves the right to reject any or all bids, to waive any formalities, and to accept the bid that is in the owner's best interest. No pre-bid conference will be held. Bids will be received for a single prime contract on a lump sum basis. Bid security requirements must be furnished according to the instructions to bidders.
