Site work for a mixed-use development in Ashley, Pennsylvania. Completed plans call for site work for a museum; and water / sewer project.

Bids for site improvements at the Huber Breaker Preservation Society site which is generally comprised of constructing a concrete pad, utility extensions and miscellaneous site work including all incidental work related thereto. Bid security, in an amount equal to ten (10%) of the total bid, shall be submitted with each Bid, in accordance with the Instructions to Bidders. The successful Bidder will be required to furnish and pay for a satisfactory Performance Bond and Labor and Material Payment Bond. Bidders attention is called to the fact that not less than the minimum wages and salaries in accordance with the provisions of the Prevailing Wage Act 442 and contained in the CONTRACT DOCUMENTS, must be paid throughout the duration of this project. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, handicap or family status, and that to the greatest extent feasible utilize project area business located in or owned in substantial part of project area residents. In accordance with Executive Orders 11625 and 12138, the successful bidder must utilize, to the greatest extent feasible, minority and/or women-owned business concerns which are located within the municipality, county, or general trade area. In addition to Equal Employment requirements of Executive Order 11246, as amended, the contractor must also comply with 2 CFR 200.231 with regard to Disadvantaged Business Enterprises in his aggregate on-site construction work force, materials and equipment. Ashley Borough reserves the right to reject any or all bids or portions thereof, and to waive any informality in the bidding. The selection of the successful bidder shall be made in the best interest of Ashley Borough, as they solely determine, and bidders acknowledge this by submitting a bid. Bids may be held by Ashley Borough for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids, before awarding the Contract. In this period of time no Bidder may withdraw their bid. Ashley Borough does not discriminate of the basis of race, color, national origin, sex, religion, age, family and handicapped status in employment or the provision of services. Ashley Borough is a facility accessible to persons with disabilities. QA date- 12/31/2025 All questions about the meaning or intent of the Bidding Documents are to be submitted to ENGINEER in writing. Interpretations or clarifications considered necessary by ENGINEER in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by ENGINEER as having received the Bidding Documents. Questions received less than three (3) days prior to the date for opening of Bids may not be answered.
