The TOWN OF OAK BLUFFS invites sealed bids from Contractors for the Boiler Room Renovation REBID at Oak Bluffs Elementary School, Massachusetts. The project consists of, but is not limited to, boiler replacement. The estimated cost is $1,600,000.00. General bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in HVAC and must submit a current DCAMM Certificate of Eligibility and a signed DCAMM Prime/General Contractor Update Statement. Filed sub-bidders for plumbing and electrical work must be DCAMM certified for the respective trades and include a current DCAMM Sub-Bidder Certificate of Eligibility and a signed DCAMM Sub-Bidder's Update Statement. All bids must be submitted electronically, accompanied by a bid deposit of at least five percent (5%) of the greatest possible bid amount (including alternates), made payable to the TOWN OF OAK BLUFFS. Detailed instructions for electronic submission, bid review, and document access are provided in the online bid documents. A. This Section specifies the construction phasing and scheduling of the work. B. This Section also specifies the requirements and limitations that will be imposed during the execution of the work A. Examine Drawings and other Sections of Specifications for requirements that affect work of this Section. B. Perform work and provide material and equipment as shown on Drawings and as specified or indicated in this Section of the Specifications. Completely coordinate work of this Section with work of other trades and provide a complete and fully functional installation. Drawings and Specifications form complimentary requirements; provide work specified and not shown, and work shown and not specified as though explicitly required by both. Although work is not specifically shown or specified, provide supplementary or miscellaneous items, appurtenances, devices and materials obviously necessary for a sound, secure and complete installation. Remove all debris caused by contractors' work. C. Drawings are diagrammatic and indicate general arrangement of systems and work included in Contract. It is not intended to specify or to show every offset, fitting or component; however, Contract Documents require components and materials whether or not indicated or specified as necessary to make the installation complete and operational. D. Perform work strictly as required by rules, regulations, standards, codes, ordinances, and laws of local, state, and federal government, and other authorities that have lawful jurisdiction. E. Give notices, file plans, obtain permits and licenses, pay fees and obtain necessary approvals from authorities that have jurisdiction. F. As work progresses and for duration of Contract, maintain complete and separate set of prints of Contract Drawings at job site at all times. Record work completed and all changes from original Contract Drawings clearly and accurately, including work installed as a modification or addition to the original design. G. Work shall include, but shall not be limited to, the following: 1. Panelboards, including circuit breakers. 2. Installation and wiring of motor starters and controls. 3. Motor connections and controls including the installation of starters provided under Division 23. 4. Safety disconnect switches (fused or unfused). 5. Fuses. 6. Conduit and raceways. 7. Wire and cable. 8. Branch circuit wiring. 9. Fire seal and fire-proof foam. 10. Transfer switch and standby generator. 11. Sleeving. 12. All cores required for electrical equipment and conduit shall be provided by the electrical contractor. 13. Staging, scaffolding, ladders, chutes and other construction aids as required for all electrical work. 14. Pull boxes and cable troughs. 15. Supervision and approval. 16. Electrical connections to HVAC equipment, and other equipment provided under other Sections or by Owner. 17. Nameplates, labels and tags. 18. Testing. 19. Operating and maintenance instructions and manuals. 20. Coordination drawings and shop drawings. A. The work to be done under this contract consists of the following: 1. Oak Bluffs Elementary School: a. Contractor shall visit the site prior to commencement of work to coordinate work with Oak Bluffs Elementary School. b. Painting: 1) Painting of boiler room including all interior walls, ceiling, floor, doors, frames, railings, etc. c. Plumbing: 1) Remove existing domestic hot water heaters and plumbing piping indicated; provide new gas piping to new gas utilization equipment from new gas service, new gas vents, new gas fired condensing type new domestic hot water heater, new domestic cold-water piping, domestic hot water piping, domestic recirculated piping including new recirculation pumps, new reduced pressure backflow preventer, protected water piping to boilers, piping insulation, controls and appurtenances. d. Heating: 1) Removal of existing gas-fired hot water boilers, associated piping, circulating pumps, electrical and automatic controls. 2) Installation of high efficiency gas fired condensing type boilers, circulating pumps, water specialties, insulation, associated piping, controls and appurtenances. e. Electrical: 1) Electrically disconnect all mechanical equipment indicated to be removed, new power wiring to new mechanical equipment and new lighting. 2. Contractor shall final clean each work area upon completion and acceptance to the standards and specifications of the Awarding Authority. 3. All work shall be in strict conformance with all applicable code requirements. 4. Proposals shall be inclusive of all work for complete installation and operation of equipment herein before described. B. The General Contractor shall furnish and do everything, except as otherwise provided by specific notations herein or on the drawings, necessary to complete the work in accordance with the Plans and Project Manual. He shall furnish all plant, labor, materials, supplies, tools, water, machinery, implements, light, power, transportation, and other facilities required, and do all work necessary for the complete execution and completion of the Contract, except that work or materials specifically stated to be done or furnished by others. C. All work and materials furnished and installed shall be of the best quality and workmanship, and to the satisfaction of the Engineer. There shall be no defect in the work or the operation thereof due to inferior materials or the workman like placing of any part. The work under this contract shall be performed at such times as may be necessary to facilitate the orderly progress of the work. It is the intention of these Specifications and Plans to cover all work necessary and incidental to the completion of this project, including all trades, as shown on the drawings or specified. D. Contractor shall do all necessary cutting and patching of structural and finish work as necessary to provide the finished results shown on the Contract Drawings and as herein specified.
