Prospective bidders are directed to refer to the Instructions to Bidders included in the Bidding Documents for requirements regarding bid submittal, qualifications, procedures, and contract award. Small business and minority businesses, women's business enterprises, and labor surplus area firms are encouraged to submit proposals, and firms are strongly encouraged to solicit such subcontractors in the subcontracting process. Any contracts or subcontracts must comply with the necessary affirmative steps to assure use of these firms when possible in accordance with 2 CFR 200.321.
