Site work for a development in Lumberton, Texas. Completed plans call for site work for a development.

This contract provides for the construction and appurtenances of approximately 70 acres necessary to construct a 54-acre storm water detention pond north of and adjacent to an existing detention pond owned by the City of Lumberton, Texas. Construction will consist of clearing trees and brush from the site, excavating soil to the limits shown on the plans, disposing of excavated soil, compacting in-place the finished surface of the detention pond, all-weather access road, erosion control, inlet and outlet structures, conveyance channels, concrete swale drain, back-slope swale drain with downspouts as shown on plans, and a storm water pollution prevention plan. The project includes clearing and brush removal of approximately 65 acres, excavation and disposal of approximately 935,000 cubic yards of material, approximately 8,360 linear feet of all-weather access road, approximately 3,497 linear feet of low flow channel, approximately 850 cubic yards of concrete riprap, approximately 8,500 linear feet of drainage swale with 1,733 linear feet of down spouts, construction of inlet structure including upstream/downstream headwalls, 5'x4' box culverts and concrete aprons, construction of outlet structure connecting to existing detention pond, and material testing and storm water pollution prevention. The project shall include all necessary labor, tools, equipment, materials, hauling, handling, excavation, embankment, compaction, stripping, seeding, embedment, shoring, bracing, trench safety, and all other appurtenances necessary for construction of the proposed improvements. Specific instructions include compaction of the pond surface, stockpiling and spreading of suitable topsoil, use of erosion control, compliant disposal of excess material, and implementation of a storm water pollution prevention plan as well as removal and disposal of all vegetation and objectionable material in accordance with regulations. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to Hardin County or negotiable U.S. Government Bonds (at par value) may be submitted in lieu of the Bid Bond. The project to be constructed pursuant to this contract will be financed with assistance of the Hazard Mitigation Grant Program (HMGP) administered by the Texas Division of Emergency Management (TDEM) and is subject to all applicable Federal and State laws and regulations. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Hardin County reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the County for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. GENERAL LOCATION The project location is located west of Hwy 69 and north of Hwy 421, west of Lumberton, Texas. The project site is located just north and adjacent to an existing 30-acre detention site owned and operated by the City of Lumberton. Project site is located in the F. Arriola Survey, Hardin County, Texas. SPECIFIC Detention Pond Construction: The contractor will be required to clear the site of all trees and shrubs, unless noted otherwise. Compaction requirements for the pond surface include scarifying the soil in place, compacting with tamping roller then bladed to leave a smooth surface. The top six-inches of excavated material, that is suitable for topsoil, shall be stockpiled to be used as topsoil within the limits of the construction area. After compaction efforts are completed the stockpiled topsoil shall be evenly spread over the surface of the detention pond, bladed to leave a smooth surface, and then seeded. Erosion control methods will be used on the detention pond slopes to prevent erosion. The Contractor shall dispose of any excess material in accordance with all City, State and Federal Regulations. Fill material for construction of the pond shall be composed of excavated material with a plasticity index between 10 and 25. The fill material shall be compacted to a minimum of 90 percent of the maximum density as defined by the standard moisture-density relationship (ASTM D-698) with a moisture content within +/- 3% of optimum. All backfilling shall be constructed in layers of not more than six-inches thick. Inlet/Outlet Structure: An inlet structure will be constructed to direct flow into the detention pond. The upstream and downstream end will consist of reinforced concrete headwall, wing walls and aprons to prevent erosion. Conveyance channels will be constructed to direct runoff from Adler ditch through the upper portion of the detention pond to the lower portion of the detention pond. The pond outlet will discharge into the existing detention pond to allow for longer detention. A concrete low flow swale will be constructed to direct runoff to the control structures and minimize erosion. Storm Water Pollution Prevention Plan (SW3P): The Contractor will be required to prepare, implement, inspect and maintain a Storm Water Pollution Prevention Plan. A Storm Water Pollution Prevention Guidance document will be prepared for the purpose of describing the areas to be disturbed and outlining control measures related to minimizing pollution related from storm water run-off leaving the site. The Contractor is to prepare the final Storm Water Pollution Prevention Plan that includes discussions concerning operational issues such as tracking off-site, waste disposal and containment. As part of the SW3P the Contractor will be required to file a Notice of Intent (NOI) and the subsequent Notice of Termination (NOT), including all associated fees. The SW3P bid item also includes implement Best Management Practices (BMP) will be utilized during construction Clearing: The Contractor shall remove and dispose of trees, stumps, brush, vegetation, logs, rubbish and other objectionable/deleterious matter from within the project site, unless otherwise noted. Contractor shall dispose of all material in accordance with all federal, state and local regulations. CONDITIONS ALONG THE ROUTES The Contractor's attention is called to various physical conditions along the routes as follows. 1. Overhead power lines are located near or within the project site. The Contractor shall notify proper authorities at least 72 hours before construction begins. The Contractor shall take precautions to avoid damage to power lines, foundations, guy wires, and appurtenances. The Contractor shall observe all applicable OSHA and owner requirements while working near the overhead power lines including restriction of height of equipment. 2. Underground utilities exist near or within the project area. During construction the Contractor shall take the necessary precautions to avoid damaging the existing utilities within the limits of the project site. SPECIAL REQUIREMENTS The Contractor shall contact Hardin County and City of Lumberton prior to starting any work within the project site. The Contractor shall contact Lumberton Municipal Utility District manager at (409)755-1559 in regards to water/sewer lines prior to starting any work within the project site. The City of Lumberton restricts usage of localized roadways by commercial vehicles (i.e. dump trucks) unless for the purpose of going directly to or from any residential, commercial or industrial establishment abutting such street. Contractor shall make provisions to avoid localized roadways to the greatest extent possible.
