The scope of work consists of, but is not limited to, roadway widening, drainage system installation, traffic signal installation, stone masonry, traffic control, and signing and pavement marking installation. All proposals (bids) must be accompanied by a bid bond or certified check in the amount of 10% of the total bid price, subject to conditions provided in the instructions to bidders. Bonds must be issued by a surety licensed to do business in Pennsylvania. The successful bidder is required to furnish all payment, performance, and maintenance bonds as referenced in the bid documents. Bids must be submitted unconditionally and may not be withdrawn within sixty days after opening. The Township reserves the right to waive any minor informalities, irregularities or defects in the bid, or to reject any or all bids. The successful bidder must comply with the Pennsylvania Prevailing Wage Act and pay prevailing minimum wage rates to workmen employed on the project. The project is subject to the Whitpain Township Responsible Contractor Ordinance (RCO), including pre-qualification requirements as specified in the ordinance. Bidders must complete the Responsible Contractor Certification Form and submit it to the Township with all required documentation to be pre-qualified before submitting a bid. All bidders must establish proof of competency and responsibility in accordance with 67 PA Code Chapter 457 and PennDOT Form 408/2020, as supplemented and amended. Subcontractors must pre-qualify in the same manner if listed in the proposal or if they undertake construction work. All bidders and subcontractors must be PennDOT pre-qualified contractors.
