The West Chester Area School District, Chester County, Pennsylvania, solicits sealed bids for the East High School in West Chester, PA for the following contracts: Proposal No. 26-C090 Roof Refurbishment (Gym & Aux Gym). Sealed bids for West Chester Area School District, East High School - Roof Refurbishment Project will be received online via the PennBid Program web site by West Chester School District until 11:00 AM on Thursday, January 22, 2026. All bids must be accompanied by a Non-Collusion Affidavit and a Contractor's Qualification Statement. Bids must remain valid for sixty (60) days after the date of the bid opening and may be rejected at any time prior to the expiration of said date. Bids must include a certified check or bid bond, with a corporate surety authorized to do business in Pennsylvania in the amount of ten percent (10%) of the amount of the bid, as posted through PennBid, made payable to the West Chester Area School District. Checks or bonds will be returned to unsuccessful bidders after the contract has been awarded, or the bids rejected. The successful bidder's check or bond will be returned when the contract has been properly completed. In case the successful bidder fails to enter into contract within ten (10) days after notification of acceptance of bid, said check or bond shall be forfeited to the School District. The successful bidder will be required to furnish Performance and Payment Bonds in amounts equal to 100% of the contract price and shall be included in the contractor's bid amount. Surety shall be satisfactory to the School District. All Bidding documents are available online at no cost at PennBid and will become available starting December 19, 2025. All questions will be received through the PennBid solicitation until Thursday, January 15, 2026 at 12:00 Noon.. There will be a mandatory pre-bid meeting held at the East High School. This project is subject to prevailing wage. The School Board reserves the right to accept or reject any or all Bids for any or no reason, to waive informalities and irregularities, and to make or not make awards in the best interest of the West Chester Area School District. This project is to begin June 15, 2026, and be completed in full no later than August 7, 2026. The scope of work includes but is not limited to the following list of items as identified below and in the enclosed drawings. East High School (Gym & Aux Gym) 1.Provide a cold-fluid-applied polyurethane roofing/waterproofing system on structural concrete, plywood sheathing, cover board, metal or other substrates. 2.Included in the scope is to replace up to 15% of the roof area insulation, cover board, and EPDM roof membrane. Areas to be removed will be decided after the pre-construction roof scan. 3.Bidders must be manufacturer's approved installers. Submit a letter of certification from the manufacturer which certifies the roofing contractor is authorized to install the manufacturer's roofing system. A. Work shall include but not limited to; any and all demolition and removal of material, dumpsters, insulation, cover boards, cant strips, adhesives, walk pads, flashings, raising of roof curbs (if necessary), caulk, copings, coatings, etc to provide a complete and warrantied system. B. Included in the scope of work is a pre-construction and post construction roof scan. A copy of each scan will be provided to the owner. C. Final payment will not be made until the post construction scan is completed and any remediation work is completed. D. All material shall be asbestos free. E. Provide 20-yr manufacturer warranty for each area of roof included in this project scope of work. F. A 12-month contractor warranty shall be supplied for each roof section from the date of substantial completion. G. Provide all labor and materials necessary for a complete and watertight installation. 1. Upon completion of the installed work, submit copies of the manufacturer's final inspection to the Owner prior to the issuance of the manufacturer's warranty.
