Renovation of a detention facility in Shakopee, Minnesota. Working plans call for the renovation of a detention facility.
A. The work will be done under one prime contract that includes: General, Mechanical, and Electrical construction. B. The following summary is a general guide to the scope of work. It should not be construed as a detailed list of work included in the contract. 1. Project scope of work is to replace and upgrade the existing electronic security system at this operating women's correctional facility. Work will include door control, intercom systems, and integration with the existing Genetec camera system. System can be based either on a Gentec head end system or a PLC based head end system. Existing bedroom door locks will be replaced and several building detention doors and frames will be replaced. Project also includes adding mechanical cooling to all equipment rooms and renovation of officer stations in most of the building at the facility. 2. This solicitation lists two base bids and associated alternates. The State, in its sole discretion, reserves the right to award to either Base Bid A - Genetic Systems and associated alternates OR Base Bid B - PLC System and associated alternates, whichever is in the best interest of the State. Responders are encouraged to offer a response for all base bids and associated alternates. C.1 Base Bid A - Genetic Systems Alternate No. 1 Genetec System: Add the installation intercom stations (including conduit and wire) in all cells of Roosevelt, Tubman, Anthony, Brooker, and Bethune. Alternate No. 2 Genetec System: Add the replacement of the existing officer station in Manahan with a new station as details on the drawings. C.2 Base Bid B - PLC Systems Alternate No. 1 PLC System: Add the installation intercom stations (including conduit and wire) in all cells of Roosevelt, Tubman, Anthony, Brooker, and Bethune. Alternate No. 2 PLC System: Add the replacement of the existing officer station in Manahan with a new station as details on the drawings. This solicitation includes required insurance as recommended for the project's specifications and scope of work. It is highly encouraged potential responders review Section 00 73 16 Insurance Requirements as well as AIA A201, Article 11 of the solicitation before submitting a response. This solicitation includes qualification requirements. Attachment C of the Response Form contains the qualification requirements for the solicitation. Qualification requirements include, but are not limited to: 1. Responding company has completed as a Prime Contractor, not as a subcontractor, the work for at least three (3) contracts which have achieved Substantial Completion since September 1, 2020 for construction of General Contracting that involved similar Project Scope in a secure facility. Each of these contracts MUST have had a construction value of $1,000,000 or greater. OR In lieu of Responding company's projects, Responder may provide on the form below up to three (3) qualifying projects completed by the Project Manager while employed by others which have achieved Substantial Completion since September 1, 2020 for General Contracting that involved similar Project Scope in a secure facility, and $1,000,000 or greater. 2. Project Manager and Job Superintendent responsible for this project EACH has had at least five (5) years of experience with General Contracting that involved similar Project Scope in a secure facility. Each of these contracts must have had a construction value of $1,000,000 or greater. This Project has a 2% Targeted Group, Economically Disadvantaged, Veteran-Owned Small Businesses (TG/ED/VO) subcontracting goal. The TG/ED/VO subcontracting goal will not be a consideration in determining the lowest responsible Prime Contractor. ** pre bid info : To pre-register, submit the list of company representatives that will attend, a completed Packet Application for Access (packet is located after Section 01 56 00 in this Specification) and a copy of all attendee's driver's licenses and the company they represent to Eric Thomforde at eric.thomforde@state.mn.us (phone number: 952-496-4442) and Laurie Truax at laurie.truax@state.mn.us by the deadline. Responders who are pre-approved to enter the facility must still submit an intent to attend the meeting by the due date for pre-registration. Requests submitted after the pre-registration due date may be considered, but the State is not obligated to approve the request. Driver's license is required for admittance. No cameras will be allowed inside the Facility.
